Be the change you want to see in the City of Edmonton’s mature neighbourhoods! We are seeking a Project Manager experienced in municipal roadway construction!

The Building Great Neighbourhoods Branch leads the process of integrating and leveraging a scope of work that maximizes the full potential for strong and sustainable neighbourhoods. We’re at the heart of aligning and advancing multi-faceted neighbourhood renewal efforts with a focus on neighbourhood roadway reconstruction.

You will be accountable for the delivery phase, however, you will be fully engaged, supporting throughout the lifecycle of the project.

 

What will you do?:

Project Management and Execution:

  • Manage the delivery of Neighbourhood Renewal projects including operational/strategic initiatives, resource and financial management

  • Lead multi-disciplinary teams consisting of consultants, contractors, clients, and internal support staff

  • Mentor and coach team members in a manner that fosters a culture of growth, development, and continuous improvement

  • Manage, monitor and report project milestones through detailed plans and schedules, ensuring the project is on budget, on schedule, and within the defined scope and quality

  • Review and approve payments to contractor based on contract specifications

  • Manage the procurement and contract processes, including tender documents, review of proposals/bids, and make recommendations for acceptance

  • Review drawings and specifications and prepare contract documents

  • Develop detailed cost estimates based on sound technical knowledge and expertise

  • Perform all activities related to thorough risk management for all projects

  • Document all project activities in accordance with the Project Management methodology

  • Perform warranty management and coordinate the resolution and correction of issues and deficiencies during the warranty phase

  • Perform closing activities such as obtaining sign-off, conducting post project evaluations, and capturing lessons learned

 

Technical Support:

  • Review the delivery of work performed by engineering consultants and contractors using technical expertise related to municipal roadway construction

  • Ensure appropriate specifications and standards are used based on technical expertise related to municipal roadway construction

  • Apply technical expertise to anticipate, identify and facilitate the resolution of issues that may impact the project

  • Manage and coordinate the in-field roadway grade design and/or re-design that is completed by the project design team

  • Provide technical knowledge and working experience related to constructability, risk assessment and value analysis issues

  • Apply technical knowledge to identify, analyze and facilitate the resolution of technical issues on Neighbourhood Renewal projects

Public and Community Relations:

  • Develop and steward relationships that support the success of the projects

  • Develop and implement robust public engagement processes and activities, working in collaboration with Communications & Engagement

  • Develop and implement communications plans, in collaboration with Communications & Engagement

  • Respond and/or manage response to all project inquiries

  • Chair and/or participate in liaison and steering committee meetings, site meetings and other project related meetings

  • Contribute to the design, implementation and continuous improvement of project management processes and practices


  • A Degree in a related field, such as Engineering, Architecture, Landscape Architecture, Business or Project Management, and a minimum of six (6) years of progressively responsible project management experience OR; 

 

  • A Diploma in a related field, such as Engineering, Construction, Architecture, Landscape Architecture, Project Management, or Trade Certification, and a minimum of eight (8) years of progressively responsible project management experience

 

Skills required for success:

  • Experience reviewing, preparing, and administering contracts for municipal roadway construction projects

  • Experience managing and working with external consultants and other collaborators

  • Demonstrated experience leading multi-disciplinary teams in the delivery of projects

  • Comprehensive understanding of construction methodologies related to municipal transportation and neighbourhood infrastructure

  • Familiarization with transportation, utilities, and park infrastructure design and construction

  • Familiarization with relevant transportation design guidelines and principles

  • Strong project management skills including an understanding of project management methods and techniques (PMBOK best practices)

  • Proven planning, organizational and problem-solving skills

  • Strong conflict resolution and negotiation skills with experience in solving complex and sensitive issues

  • Strong verbal and written communication skills, including facilitation, report writing and presenting

  • Demonstrated ability and willingness to develop strong relationships and work in a collaborative, integrated manner

  • Ability and willingness to delegate and empower others

  • Working knowledge of relevant codes, legislation, regulations, policies and procedures (OH&S, Environmental, Builders Lien Act, etc.)

  • Demonstrated alignment with our Cultural Commitments and Leadership Competencies

Assets: 

  • Coursework/training in project management, public engagement, financial/contract management or leadership 

  • Experience with neighbourhood-related issues and working collaboratively with community groups 

  • Knowledge and background in computers and computer applications in project management environment, including Google Applications, SAP and Trimble (formerly e-Builder).
     

Conditions of Employment:

  • Valid Alberta Class 5 driver's license (or provincial equivalent). You will be required to arrange your own transportation for use while on City business. Where appropriate, you will be reimbursed for expenses related to that travel in accordance with City of Edmonton policy.

 

Work Environment:

  • This position ​may be eligible for a hybrid work arrangement ​with ​the flexibility to work from both home and the worksite as per the Letter of Understanding between the City of Edmonton and Civic Service Union 52. ​

  • The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement and the incumbent will be notified in advance.

Up to 1 Permanent Full-time position

Hours of Work:

  • Approximately May to October: 40 hours per week. No Earned Days Off (EDO) for this period

  • Approximately November to April: 33.75 hours per week with Earned Days Off

 

Salary: For 40 Hours : $49.690 - $63.408 Hourly / $ 103,752.720 - $132,395.900 Annually

For 33.75 Hours : $52.578 - $67.097 Hourly/ $92,629.290 - $118,208.140 Annually
