The Port of Portland is hiring for a Civil Inspector III.

We are seeking a construction inspector that would provide Civil and Structural inspection(s) for the construction of new facilities, refurbishment(s) and/or rebuild of existing infrastructure or facilities while establishing and maintaining Port/Contractor relationships.

Expectations for the work schedule will vary; Shifts may include evenings, weekends, and overtime work. Candidate will work indoors and outdoors in varying and adverse weather conditions.

This role performs heavy lifting in the form of construction materials, test equipment, and occasionally manhole lids. Frequent travel to project sites is required as well as occasional work at heights and in confined spaces.

Position Duties

  • Perform onsite inspection work; inspect materials, installation, and layout of work.
  • Evaluate acceptability; determine and notify contractor of unacceptable material or work. Suspend work with Construction Manager’s approval as needed.
  • Act as liaison between Construction Manager (CM), Port operations, tenant, Port safety, Port environmental, and contractor.
  • Maintain thorough and accurate records; keep a daily diary for each job assigned; verify quantities for contractor’s monthly pay estimate.
  • Keep as-built drawings current and prepare force account documentation.
  • Prepare inspection reports, and transmit submittals as directed by Construction Manager.
  • Prepare and transmit inspection and progress reports to city, state, and federal agencies as required.
  • Provide day-to-day work direction to inspector trainees and Inspector I, as directed; prepare documents and information for arbitration/legal action as requested.
  • Act as lead inspector on assigned large or specialized projects as needed.

Minimum Qualifications

  • (Required) 4+ years of experience in multiple inspection disciplines.
    • This may include experience in reading and interpreting drawings and specifications involving many technical disciplines.
  • (Highly Preferred) Associates in Engineering, Construction Inspection, Survey, or related field.
  • (Required) Must be able to obtain civil or structural certifications within one year of hire.
  • (Required) Ability to obtain and maintain a valid Driver's License.
  • Employees in this position must be required to pass and maintain security clearance relevant to assigned duties successfully

Demonstrated Skills:

  • Practical experience in commercial and industrial building construction methods and civil disciplines.
  • Produce written documents with a PC using software such as Word, Excel, and Outlook.
  • Excellent communication skills, including listening, verbal, non-verbal, and in writing.
  • Maintain good working relationships under adverse conditions with people of various and diverse backgrounds.

Abilities & Competencies:

  • General construction and safety practices associated with construction.
  • Advanced engineering, surveying, and construction terminology, as well as standard practices and procedures.
  • Advanced application of safety standards, procedures, and practices for construction.
  • Advanced understanding of environmental compliance requirements and their application to construction.

Compensation

Our organization adheres to established salary ranges for each [LW1]position to ensure equitable pay practices. However, final offers are determined based on various factors, including the candidate's experience, qualifications, and considerations of internal pay equity.

Onboarding Information

  • Employees in this position will be required to successfully pass and maintain security clearance relevant to assigned duties such as SIDA (Security Identification Display Area) and TWIC (Transportation Worker Identification Credential).
  • Ability to maintain a valid PDX Secured Area Security Badge is required.

Selection Process (Tentative Schedule):

1. A minimum qualification evaluation of education, training, and experience of submitted application packets will take place by Human Resources the week of September  29, 2025.

2. A Subject Matter Expert (SME) Panel will perform an evaluation of experience and training taken from your employment application materials.

3. Our goal is to schedule virtual first round of interviews with  candidates who successfully passed the SME evaluation by the week of October 6, 2025. Panel Interviews will be held week of October 20, 2025.
