About the Position

The Office of Student Equity and Title IX is located in the Student Services Division of Coastline College. The vision of Student Services is to demonstrate an uncompromised commitment to students by elevating equitable outcomes, partnering across the college, empowering our community, demystifying the navigation of educational journeys, and providing welcoming and holistic student support. 

The Office of Student Equity is committed to the holistic growth of student development by providing wrap-around services that are centered in equity and access of student needs. The office aims to support students through programs and resources that help each student achieve their educational goals. The Director of Student Equity and Title IX provides leadership over the colleges Student Equity Plan, and equity grants which includes but is not limited to the Basic Needs Program, Asian American, Native Hawaiian, and Pacific Islander (AANHPI) Student Achievement Program, Dreamers Resources Program, International Student Programs, and Umoja. Additionally, the office is provides guidance and ensures compliance of Title IX prevention, education, and response for the college as the Title IX Coordinator.

Summary: 
Plans, directs, and coordinates the college's student equity and Title IX programs and services. Directs high school and college-level outreach activities to promote the programs and identify potential student-participants. Serves as the primary investigator in Title IX, student equity and allegations of discrimination, harassment and other areas covered within the programs.
 
Distinguishing Career Features:  
The Director, Student Equity and Title IX, directs and coordinates integral student services assuring equity and safety.  The Director provides leadership and oversight for implementing the campus equity framework and accomplishing short and long range goals and strategies for equity, inclusion, and alignment with the mission of the College. Additionally, the Director oversees Title IX activities including managing Title IX delegates, procedures for receiving and investigating complaints, and collaborating with Human Resources, Student Conduct, Campus Safety, and Athletics to assure staff and students are trained, aware of rights, and the College is compliant.
 
Essential Duties and Responsibilities: 
Specific duties may vary among departments and jobs.  Incumbents typically perform a substantial portion or all of the following kinds of duties:
 
1. Lead and oversee the development of the college’s Student Equity (SE) program and activities, including monitoring and management of budget.
2. Lead and oversee student equity strategies for the college through effective collaboration with faculty, staff, administration and students.
3. Oversee activities within the administration of Student Equity, including resource development and personnel management, in accordance with laws, regulations, District policies, procedures and collective bargaining agreements.
4. Develop and present all reports and other required documentation on a timely basis in compliance with the District, college and State Chancellor’s Office.
5. Develop and implement high impact programs that encourage enrollment of underrepresented and disadvantaged students; collaborate with faculty, administration and staff to establish academic, financial, social and cultural support systems that encourage retention and inclusion in the college community.
6. Plan, develop, implement, and manage comprehensive programs and services for educationally and socio-economically disadvantaged and historically underrepresented students.
7. Collaborate with Research and Institutional Effectiveness to plan, facilitate and coordinate research and professional development strategies and activities for the Student Equity and Achievement and Study Equity Plans that is based on data driven assessment.
8. Develop, write, and implement other complementary grants. Coordinate and align work with other complementary grants and programs in support of student achievement, retention, and completion.
9. Develop and Implement SE processes and procedures to ensure program meets grant compliance, performance review and generation of reports.

11. Support SE activities with community and social agencies to recruit identified populations. 

Title IX areas of responsibility:
12. Investigates, develops, reports, and presents investigation findings and recommendations for corrective action to administration as appropriate. Identifies opportunities for systemic corrective action, recommends changes to policies or operational practices and/or
implementation of training to reduce recurrence of complaints.
13. Ensures implementation and compliance with applicable California Community College policies and procedures to ensure that annual Title IX training and regularly scheduled workshops will be provided to all faculty, staff, and students.
14. Serves as the subject matter expert on investigative practice.
15. Independently formulates plans, processes, and timetables to conduct accurate, complete, and thorough investigations within the specific timeframes and standards articulated in the California Community College policies and procedures or applicable laws.
16. Reviews, interprets, analyzes, and evaluates witness statements, documents, and other evidence collected during the investigation.
17. Oversees all Title IX activities including managing Title IX delegates and college officers that receive and/or investigate complaints, including but not limited to Human Resources, Student Conduct, Campus Safety, and Athletics.
18. Oversees and maintains all Title IX grievance files, disposition reports, and other records.
19. Prepares comprehensive, accurate, factual and analytical investigative reports for management and/or legal counsel; prepares and presents annual report to college administration and the Board of Trustees.
20. Trains faculty, management and staff responsible for implementing Title IX grievance procedures.
21. Advise complainants, respondents, and witnesses of applicable policies and procedures.
22. Provides consultative services to the campus community regarding issues of student discrimination, harassment, retaliation and other related matters.
23. In collaboration with District and college Human Resources, coordinates and provides training for students related to their rights under Title IX.
24. Performs other related duties as assigned that support the objective of the position.
25. Required to abide by all District policies and procedures including Board Policy 3050 –Code of Professional Ethics.

Position Duties

Knowledge and Skills

1. The position requires specialized professional knowledge of the principles and audiences for Student Equity and Title IX programs, including evaluation, budget management, and compliance with local, state, and federal laws, regulations, policies and procedures.
2. Requires working knowledge of college development theory and student equity issues on a community college campus.
3. Requires specialized knowledge of and skill at developing and implementing a plan of accountability for Student Equity and Title IX as related to state regulations.
4. Requires knowledge of best supervisory, performance management, and team building practices. 
5. Requires working knowledge of the California Community College Student Equity Program guidelines and regulations.
6. Requires working knowledge of general evaluation and statistical methodology for preparation of research, evaluation, and reports.
7. Requires working knowledge of and skill at assessing, understanding, articulating, and evaluating information technology needs, and solutions to support these areas of responsibility.
8. Requires well-developed oral and written language skills to prepare reports and professional correspondence.
9. Requires well-developed human relations skills to initiate contact and develop work relationships with educators, agencies, and students, conduct performance reviews, deliver presentations, and convey technical information to a wide variety of audiences.
10. Requires knowledge of college, district, community, and social service referral sources.

9. Requires the ability to communicate effectively both orally and in writing with students, faculty, staff, and community members.
10. Requires the ability to direct, train, and coordinate office staff and establish and maintain cooperative working relationships.

Physical Abilities

Education and Experience:
Must possess a Bachelor’s degree from an accredited institution in Education or Public Administration and three (3) to five (5) years of related experience. Must have at least one year of experience in conducting discrimination, harassment and retaliation investigations. Must have one year of developing and delivering effective training programs. Or, any combination of education and experience which would provide the required equivalent qualifications for the position.
 
Desired Qualifications:
A Master's degree from an accredited institution or Juris Doctorate (JD) from an accredited institution with experience in student equity and working within collective bargaining contracts.
 
Demonstrated expertise in overseeing budgets and administering grant allocations to ensure compliance, fiscal accountability, and alignment with institutional priorities.

This is a full-time, classified administrator position. The normal hours of work will be Monday through Friday 8:00 am to 5:00 pm, with the flexibility to occasionally work extended hours and/or weekends, if necessary, to meet the department's needs. The effective date of employment will be arranged with the supervisor. The District provides medical, dental, and vision insurance for the employee and eligible dependents and life insurance for the employee. (Salary Schedule: DG-8)
