The City of Morgan Hill is seeking an Environmental Programs Specialist to support the Environmental Services Division. The Specialist must have interest, experience, and/or education in environmental topics related to clean energy, and climate action.

The position is in-person and located at the City of Morgan Hill Council Chambers at 17575 Peak Ave. with a commitment to 20-35 hours per week. Hours are flexible and may be completed Monday through Friday from 8:00 to 5:00 p.m. The selected candidate may be asked to work on occasional weekends and weekday evenings to support the Department staff community outreach events. The Specialist will work with people of all ages in both indoor and outdoor settings. The hourly rate is $28.00 - $30.00 per hour depending on the applicant’s qualifications. This is a limited-term position that is estimated to end in December 2027.

The Specialist will focus on implementing the City’s Climate Action Plan (CAP). Projects may include:

  1. Management and coordination of the Induction Cooktop Loaner Program.
  2. Completion and coordination of deliverables under the Silicon Valley Clean Energy (SVCE) Engagement Grant.
  3. Assist with CAP outreach to business owners, community partners, multifamily dwellings (MFDs), and the general public, including design, creation, and distribution of outreach materials, coordination of community outreach campaigns, and help with occasional evening and weekend public outreach events.
  4. Act as a City representative in multi-jurisdictional meetings. 
  5. Engage with Community Groups and Partners as needed. 
  6. Coordinate annual Earth Day and Clean Air Week events.
  7. Collaborate with SVCE to provide residents with electrification incentives.
  8. Support the Environmental Services Division with other programs as assigned.

Minimum Qualifications

QUALIFICATION REQUIREMENTS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Requirements listed below are representative of the knowledge, skill, and/or ability required.
 
Education & Experience:

  1. Open to persons who have the education, work, and/or volunteer experience that would reflect possession of the required knowledge, skills, and abilities for the position.
  2. Experience related to environmental programs is highly desirable.


Licenses & Certificates:

  1. Possession of a valid California Class C driver's license in compliance with adopted City driving standards.
     

Knowledge of:

  1. Current methods, materials and techniques for analyzing and tracking of program data.
  2. Research methods and the sources of information pertaining to areas of responsibility.


Skill in:

  1. Conducting studies, collecting and tracking information, and analyzing data.
  2. Maintaining accurate records and preparing clear, concise and competent reports, correspondence and other written materials.
  3. Evaluating program workflows and communicating challenges and/or solutions to supervisor.
  4. Organizing and coordinating the activities of public and private groups.
  5. Data processing and computer applications.
  6. Use of common office software including Microsoft Office. Experience with spatial data/ArcGIS is desirable.
  7. Providing outstanding customer satisfaction (internally and externally).


Ability to:

  1. Implement and coordinate goals, objectives and procedures.
  2. Prepare comprehensive reports and information brochures with clarity and accuracy
  3. Establish and maintain effective working relationships with City officials and staff, residents, business representatives and other governmental agencies.
  4. Set priorities and follow-up on projects.
  5. Organize and coordinate the activities of public and private groups.
  6. Explain applicable City, county, state, and federal laws and regulations to others. 
  7. Ability to communicate clearly, concisely and tactfully in both oral and written forms.

  1. Employees generally work 75% indoors and 25% outdoors.
  2. The work environment indoors is usually in a temperature-controlled office; some travel is required.
  3. While performing the duties of this job outdoors, the employee occasionally works in varying weather conditions and climates, visiting developed and undeveloped sites in various stages of construction.
  4. Noise level in the work environment is usually moderate but the employee may occasionally be exposed to high level noises including but not limited to outdoor construction equipment.
