SUMMARY:
The Environmental Health and Safety Officer II is responsible for overseeing the university's biosafety and chemical safety programs, ensuring compliance with safety regulations, and providing training and guidance to faculty and staff. This role involves developing and maintaining safety policies related to hazardous materials, conducting inspections, and managing hazardous waste disposal. The position requires collaboration with various university stakeholders to promote a safe laboratory environment. The position adheres to requirements to ensure compliance with applicable Federal, State, and local regulatory agencies, as well as System and A&M-Commerce policies and regulations.

DUTIES & RESPONSIBILITIES:
Oversees general administration of the University's biosafety and chemical safety programs, emergency plans for spills, and contamination, trainings, inspections, and other related activities.
Prepares written reports and audits relating to concerns and issues affecting biosafety, chemical management, or laboratory equipment, operations, and materials.
Oversees with the development, maintenance, and administration of written programs, such as the Chemical Hygiene Plan, Hazard Communication Program, Hazardous Waste Management Program and Biosafety Manual.
Monitors departmental daily safety checks in all university laboratories and works with the university lab coordinators to ensure continuous compliance.
Develops, implements, and provides program related training to affected parties.
Conducts routine inspections of facilities including laboratories, shops and other areas that house chemical, biological or other hazards to identify and correct deficiencies and ensure compliance with university policies.
Provides technical guidance and recommendations to faculty and staff regarding laboratory safety procedures, laboratory security, chemical management, hazardous waste collection and disposal, and personal protective equipment as required.
Assist departments with basic hazardous material identification, storage, treatment, and disposal preparation.
Maintain accurate and routine records of waste disposal activities and other relevant documentation.
Respond to spills or other hazardous waste emergencies, assist in cleanup efforts, and coordinate with emergency responders.
Collaborates with departmental contacts to maintains accurate records and inventory of all items pertaining to biosafety and chemical management.
Oversees the online chemical management system used for housing all required Safety Data Sheets (SDS).
Participates, as a committee member, on the Institutional Biosafety Committee (IBC) and other committees as needed.
Assists in developing strategic plans and goals to support the program.
Maintains current knowledge of applicable laws and requirements and complies with regulatory agencies and national guidelines such as, but not limited to, Texas Department of Health (TDH), National Fire Protections Association (NFPA), Texas Commission on Environmental Quality (TCEQ), Occupational Safety and Health Administration (OSHA). Provides support for the liaison relationship with varied regulatory agencies.
MINIMUM REQUIREMENTS:
- Education: Bachelor’s degree in related field or equivalent combination of education and experience.
- Experience / Knowledge / Skills: Two (2) years of related experience, Knowledge of environmental rules, regulations, and standards. Knowledge of OSHA and other health and safety regulations. Proficiency in word processing, spreadsheet, and database applications.
- Ability to: Ability to multitask and work cooperatively with others. Strong verbal and written communication skills.
- Licensing/Professional Certifications: Valid Drivers License

- Other Requirements: May respond to emergency situations during or after hours. All positions are security-sensitive.
PREFERRED EDUCATION / SKILLS/ EXPERIENCE:
Experience working in a university setting. Experience with regulatory compliance of the management of hazardous waste and disposal. Trainings/Certifications such as Hazwoper, DOT, OSHA, RCRA, etc.
SUPERVISION OF OTHERS:
Student or support staff as assigned by the director.
CRITICAL INFRASTRUCTURE COMPETNCY:
Ability to maintain the security and integrity of critical infrastructure, which may include communications systems, computer networks and systems, cybersecurity systems, electrical grid, hazardous waste treatment system or water treatment system.
