About the Role:

Reporting to the Associate Director, Financial Management Services, the Billing Manager is responsible for overseeing the accurate and timely billing, and reconciliation of municipal revenues, including property taxes, and water/wastewater charges. This role ensures compliance with relevant legislation (e.g., the Municipal Act, 2001), municipal by-laws, and established financial policies, while supporting excellent customer service and efficient financial operations.

The Billing Manager provides day to day management and supervision of the tax and water finance staff in partnership with the Revenue and Collections Manager.

What You'll be Doing:

  • Supervise, organize, train, develop, motivate, and manage the performance of the Billing section to ensure compliance with policies, procedures, and systems.
  • Ensure the punctual and accurate billing of Property Taxes, Payments in Lieu of Taxes, Water and Wastewater accounts and general Accounts Receivable, while ensuring all require legislative standards are met.
  • Assessment Base Management, including review assessment under appeal to identify and make recommendations for any that the City should be a party to, as well as recommending any assessments that may be appropriate for the City to appeal.
  • Act as Liaison with MPAC to ensure integrity of City’s assessment role. Sign off on Minutes of Settlement, ensure updates are made in City’s billing system within timeframes to avoid any additional interest.
  • Provide expertise in interpreting complex property tax legislation and analysis. Approve tax adjustments, rebates and deferrals in accordance with applicable legislation, policies and agreements.
  • Research and recommend improvement in billing technologies, provide technology assistance and stay current on new billing technologies.
  • Support staff with reconciliation of billing data to the general ledger
  • Draft updated policies and procedures related to billing
  • Respond to escalated inquiries and complaints from residents, businesses and external parties.
  • Identify and maintain the 10-year capital forecast for billing system upgrades and replacements, including the Automated Meter Infrastructure (AMI) network, including water meters and data collectors for growth and state of good repair.
  • Perform other related duties as assigned. 

What's Required:

  • Completion of a three (3) year College Diploma in Accounting, Business Administration, Commerce, Finance, Operations or related area of study.
  • Minimum five (5) years of progressive experience in areas including utilities billing, Ontario property taxation, and assessment base management.
  • Municipal Tax Administration Program (MTAP) from the Ontario Municipal Tax and Revenue Association (OMTRA).
  • Certifications and designations such as Certified Municipal Tax Collector (CMTC), Associate Member Institute of Municipal Assessors (AIMA), Member Institute of Municipal Assessors (MIMA) would be an asset.
  • Chartered Professional Accountants designation would be an asset.
  • Municipal Accounting and Finance Program (MAFP) and Municipal Administration Program (MAP) through the Association of Municipal Managers, Clerks and Treasurers of Ontario (AMCTO) would be an asset.
  • Demonstrated leadership skills, with the ability to manage, support and mentor a team.
  • Well-developed interpersonal, communication, negotiation and conflict resolution skills.
  • Subject matter expertise with property tax billing, appeals process, appeal negotiations and utility billing.
  • Demonstrated research, conceptual, analytical, problem solving and report preparation skills and abilities.
  • Knowledge of relevant legislation such as the Municipal Act, Assessment Act, Public Utilities Act, Municipal Freedom of Information and Protection of Privacy Act, etc.
  • Ability to work in a team environment, liaise with key internal and external stakeholders and to function effectively with minimal supervision.
  • Experience with property tax software, utility billing software, accounting/enterprise resource planning systems, and Microsoft Office Suite with advance knowledge of Excel
  • Proven ability to keep current on future policies, practices, trends, technology and information related to municipal taxation and utility billing.
