About the Department

This position is responsible for directing the day-to-day operations, programs and services of the assigned operational unit within the Solid Waste Division which include transfer sites, environmental, and landfill operations.


Work is performed and duties are carried out in accordance with established policies, procedures, and Borough core values: Accountability, Customer Focus, Dedication, Integrity, Responsiveness and Teamwork.

Minimum Qualifications

High School diploma or equivalent, and specialized training in the field of work including college courses, certificate program, apprenticeship, etc.

Seven (7) years of progressively responsible experience in the occupational field, sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, including three (3) years of supervisory experience. Related professional experience may include: office management skills such as supply ordering, personnel scheduling, critical thinking, meeting coordination, word and excel use. Personnel management skills such as disciplining, coaching and mentoring. Customer service skills, including de-escalation training, and some project management skills are preferred.

Possession of, or ability to obtain within six (6) months of hire, a valid driver’s license issued by the State of Alaska for the type of vehicle or equipment operated.

Must successfully pass a pre-employment background check, drug screen and physical.

Completion of Incident Command System (ICS) courses, ICS 100 and IS 700 within ninety (90) days of hire and ICS 200 and IS 800 within one (1) year of hire.  

Transfer Site Unit Supervisor Specific Qualifications:

Transfer Systems certification from the Solid Waste Association of North America must be obtained within six (6) months from the date of hire (or date of first available training if not offered within the first six months of employment).


Other Qualifications

  • Manages contracts for the assigned operational unit.
  • Ensures compliance with local, state, and federal regulations applicable to landfill operations.
  • Provides daily supervision and direction to assigned staff.
  • Investigates incidents, accidents, and other issues; prepares appropriate documents and makes related recommendations for safer operations if necessary.
  • Hires, trains, assigns, schedules, evaluates, and disciplines assigned personnel; recommends appropriate staffing and service levels.
  • Participates in the development and implementation of operational unit goals and objectives; reviews unit operational plans, studies, and future developments; recommends changes necessary to improve operations.
  • Plans, coordinates, and manages unit inspection programs in accordance with state and federal regulatory requirements.
  • Prepares and manages assigned budget.
  • Works with the public in responding to questions and to resolve complaints and concerns within the assigned operational unit.
  • Coordinates operational unit facilities, equipment, and vehicle maintenance.
  • When staffing the EOC, performs the functions assigned by the Event Commander to efficiently and effectively respond and manage an incident.
  • Ensures compliance with occupational safety and health regulations applicable to area of responsibility, including but not limited to:  proper facilitation of Respiratory Protection Program; proper facilitation of Bloodborne Pathogens Program; proper use by and maintenance of personal protective equipment; Safety Data Sheet books, inspection reports, training records, and hazard documentation are maintained and up to date; preventive programs and corrective actions are properly implemented.
  • Performs related duties.
Transfer Site Unit Specific Duties:
  • Generates various reports and updates information within the Solid Waste software program.
  • Implement appropriate training to transfer site staff, including conflict resolution management, cash handling, software training and other training as required.
  • Develop policies and procedures for cash handling, and waste acceptance.
  • Oversee 12 transfer site locations including remote sites, transfer stations and recycling in Skwentna.
  • Coordinate all operational needs for the 5 manned sites including winter responsibilities, recycling contractors and transportation of waste.
Environmental Unit Specific Duties:
  • Household Hazardous Waste Facility and special waste disposal at Central Landfill and ground water monitoring programs at Central, Butte, Smith Ballfield, Big Lake and Talkeetna.
  • Complete and submit all Solid Waste Facility environmental permit and regulatory requirements.
  • Manage disposal of all asbestos waste and required paperwork for Alaska Department of Environmental Conservation (ADEC) reporting.
  • Conduct weekly lagoon checks and submit monthly water sampling reporting data to Anchorage Water & Wastewater Utility (AWWU).
  • Manage daily operation and maintenance of landfill gas control and leachate reduction facilities.
  • Manage greenhouse gas monitoring system and assists with annual Environmental Protection Agency (EPA) reporting.
  • Prepare and submit quarterly and annual reports to Alaska Department of Environmental Conservation (ADEC).
Landfill Operations Unit Specific Duties:
  • Manage Municipal Solid Waste (MSW) cells, Construction & Demolition (C&D) Cells, and contracts for landfill improvements, daily compaction and ensures waste goes to proper cell.
  • Manage and develop programs to enhance waste management such as tire shredding program, compost program and new programs to reduce waste volume in cells.
  • Make presentation during tours and events at Central Landfill.
  • Assist in the development to policies specifically related to landfill waste acceptance at central landfill.
  • Coordinate all trucking for sites to pick up waste and recycling materials.
  • Work with a variety of regulatory agencies to ensure proper collection and disposal practices.
