Primary Purpose:	Perform accounting for bond funds and construction projects, create recurring and ad-hoc management reporting, maintain compliance with established procedure applicable law and regulation.
Qualifications/Skills:	Education/Certification: Bachelor’s degree in business management, accounting, or a related discipline. Ten (10) or more years directly relevant professional experience may be substituted for a Bachelor’s degree. Texas Association of School Business Officials certification preferred. Special Knowledge/Skills: Expertise in budgeting, accounting and reporting for capital project funds to include construction contracts, pay applications, retainage, project accounting, and investing surplus funds. Expertise in budgeting, accounting and reporting for debt service funds. Competency with financial reconciliations including the ability to identify and resolve anomalies in financial data. Attention to detail supporting maintenance of accurate ledgers and preparation of financial reports. Expertise designing, implementing, and monitoring financial processes. Knowledge and understanding of fund accounting generally and specifically Texas school district financial operations. Effective written and verbal communication skills. Ability to work independently. Advanced proficiency with Microsoft Excel. Working knowledge of Adobe Acrobat, Microsoft Word and databases. Experience: Three (3) or more years accounting experience. Governmental accounting experience preferred. Texas public school experience preferred. Experience with Enterprise Resource Planning software preferably Munis by Tyler Technologies.
Major Duties and Responsibilities:	Finance and Accounting: Prepare monthly, quarterly and ad-hoc financial reports that support effective administration of the bond program. Monitor bond program expenditures to ensure ongoing quality support for management decisions. Perform complex financial reconciliations to confirm bond program reporting agrees with general ledger balances and transactions. Serve as the Finance department point person in communicating with the district’s Planning and Construction department. Process pay applications weekly. Administer and account for short term investment of surplus funds. Maintain general ledger accounts to include quarterly reconciliations. Perform fixed asset accounting procedures. Assist the Controller with bond issuance and debt service fund procedures. Work with the Controller in performing continuing disclosure per SEC Rule 15c2-12. Prepare schedules supporting the annual external audit and assist with preparation of the district’s ACFR. Lead process improvement efforts in areas or responsibility. Other: Participate in cross-training and professional development. Perform other duties as assigned.
