IT Procurement Specialist

Department: MEPUSA - IT/Systems Location: Houston, TX

Reports Directly To: Advisor - IT Systems Development

FLSA Status: Exempt

SUMMARY:

The IT Procurement Specialist is responsible for sourcing, negotiating, and purchasing IT hardware, software, and services to support organizational needs. This role ensures cost-effective procurement while maintaining vendor relationships, contract compliance, and alignment with IT and business objectives. This role also serves as a strategic partner across departments to identify and implement procurement process improvements. The ideal candidate brings a blend of procurement expertise and management experience to drive cost-effective and efficient procurement operations aligned with business and IT goals.

ESSENTIAL FUNCTIONS & RESPONSIBILITIES:

  • Evaluate and manage vendor relationships, contracts, and performance.
  • Source and procure IT hardware, software, and services based on business requirements.
  • Negotiate pricing, terms, and service-level agreements with suppliers.
  • Ensure compliance with procurement policies, licensing agreements, and budget constraints.
  • Collaborate with IT and finance teams to forecast procurement needs and track inventory.
  • Maintain accurate records of purchases, contracts, and vendor communications.
  • Coordinate and execute infrastructure projects to support ongoing E&P operations, collaborating with cross-functional teams to meet objectives and timelines.

REQUIRED SKILLS & ABILITIES:

  • Strong understanding of IT products and services (hardware, software, licensing, cloud services, etc.)
  • Experience with procurement processes, vendor sourcing, and contract negotiation
  • Experience with end-to-end procurement processes, including RFPs, purchase orders, approvals, and compliance with internal policies.
  • Ability to assess cost-effectiveness, analyze vendor quotes, manage budgets, and support cost optimization strategies.
  • Effective at working with cross-functional teams (IT, legal, finance) and clearly conveying procurement decisions and requirements.
  • Strong communication and stakeholder management skills across departments
  • Familiarity with project management principles and tools is a plus

EDUCATION & EXPERIENCE:

  • Bachelor�s degree in Business Administration, Supply Chain Management, Information Technology, or related field
  • 5+ years of experience in IT procurement, with at least 2 years in a leadership or cross-functional role

LANGUAGE SKILLS:

  • Fluent verbal and written skills in English.

WORK ENVIRONMENT & PHYSICAL DEMANDS:

This job operates in a professional office environment and routinely uses standard office equipment such as computers, phones, photocopiers, and filing cabinets. Physical demands include:

  • Prolonged periods of sitting and may need to routinely move around to communicate with different groups
  • Occasionally work late to meet business demands and to facilitate meetings with Tokyo office
  • Must be able to lift up to 15 pounds at times.
  • Must have a valid DL.
