Position Summary:
The Business Licensing Manager is responsible for managing all aspects of business, contractors, and specialty licensing across multiple jurisdictions to ensure compliance with federal, state, and local regulations. This includes direct administration of company licensing qualifiers, overseeing applications and renewals, and ensuring proper management of qualifying agents to support the company’s operations nationwide. The role will serve as the subject matter expert for licensing compliance and build scalable processes that enable growth while mitigating regulatory risks.
Job Duties & Responsibilities:
- Licensing Compliance Oversight: Monitor, interpret, and implement changes in licensing laws, rules, and regulations across all operating jurisdictions.
- Qualifier Administration: Manage company licensing qualifiers, including maintaining records, tracking status, coordinating renewals, and ensuring alignment with state requirements.
- License Management: Oversee the preparation, submission, and renewal of all required business, contractor, and trade licenses to ensure continuous compliance.
- Process Development & Controls: Establish and improve systems, policies, and workflows to manage licenses, qualifier relationships, and jurisdictional requirements at a national scale.
- Stakeholder Collaboration: Partner with sales, operations, and finance teams to align licensing and qualifier requirements.
- Risk Identification & Mitigation: Proactively identify potential licensing gaps or qualifier risks and develop strategies to resolve issues before they impact business operations.
- Agency & Vendor Relations: Serve as the primary liaison with state boards, regulatory agencies, and external vendors related to licensing and qualifiers.
- Training & Guidance: Provide ongoing education to internal teams on licensing and qualifier requirements, ensuring awareness and compliance throughout the organization.
- Recordkeeping & Reporting: Maintain accurate databases and reporting tools to track licensing and qualifier status, expirations, and compliance metrics.
Skills & Qualifications:
Minimum Qualifications:
- Bachelor’s degree in Business Administration, Legal Studies, Public Administration, or related field (or equivalent work experience).
- 2-3+ years of experience in contractor/business licensing, compliance, or regulatory affairs (multi-state, construction industry experience highly preferred).
- Direct experience administering licensing qualifiers, including coordinating with qualifying agents and managing state-specific requirements.
- Strong understanding of contractor licensing laws, regulations, and processes across multiple jurisdictions.
- Exceptional organizational and project management skills, with the ability to manage competing deadlines.
- Strong interpersonal and communication skills for managing internal stakeholders and building relationships with regulatory authorities.
- Proficiency with Microsoft Office Suite; experience with licensing management software (LicenseLogix, CSC, etc.) is a plus.

Preferred Qualifications:
- 5+ years of experience in contractor/business licensing, compliance, or regulatory affairs (multi-state, construction industry experience highly preferred).
Essential Job Functions:
- Be able to lift and carry, drawings, personal computers, material, and spend significant time sitting etc.
- Be able to lift up to 30lbs.
- Be able to spend significant time standing and walking.
- Be able to climb flights of stairs throughout a typical day.
- Maintain a satisfactory driving record which, per Climatec’s vehicle policy, if driving a company vehicle or participating in an auto allowance program.
