Job Description:

Overview:

The International Trade Administration’s Industry & Analysis (I&A) unit is seeking Program Managers to serve as task leads supporting one or more of its eight strategic divisions. These individuals will be responsible for managing day-to-day execution of contract activities, coordinating project teams, and serving as key liaisons between government clients and internal contractor staff.

Ideal candidates bring a blend of project management expertise, domain knowledge in trade, economics, or industry policy, and a collaborative leadership style. This role is perfect for professionals experienced in managing multidisciplinary teams while ensuring high-quality delivery aligned with federal performance standards.

Division Task Lead Focus:

Each Program Manager will likely lead a task aligned with one of the following I&A divisions:

  • Industry Engagement – Strategic partnerships, communications, advisory committees

  • Manufacturing – U.S. industrial policy and global competitiveness

  • Services – Trade and investment policy for U.S. service sectors

  • Supply Chain Center – Risk assessments, data tools, and resilience strategies

  • Textiles, Consumer Goods & Materials – Trade enforcement and preference program support

  • Trade Agreements Secretariat – Administration of Free Trade Agreement (FTA) dispute settlements

  • Trade Policy & Analysis – Economic modeling, policy analytics, and data visualization

  • Travel & Tourism – Export strategy and competitiveness for the tourism sector

Key Responsibilities:

  • Lead all aspects of project planning, execution, and quality assurance within assigned I&A division

  • Supervise multidisciplinary contractor teams, including economists, analysts, and subject matter experts

  • Serve as the primary point of contact for government CORs and client stakeholders

  • Track project deliverables, risks, and timelines; provide regular status reporting

  • Ensure contract compliance and adherence to quality, cost, and schedule requirements

  • Contribute strategic insights and subject matter input to project activities

  • Identify and escalate project risks, propose mitigation strategies, and drive continuous improvement

Qualifications:

Required Qualifications (Vary by Level):

Program Manager I

  • Bachelor’s degree

  • 5+ years’ project or program management experience

  • Familiarity with trade, industry, or economic development programs

  • Demonstrated ability to manage schedules, tasks, and communications

Program Manager II

  • Bachelor’s degree

  • 10+ years’ experience, including managing teams and client-facing projects

  • Background in economic analysis, public policy, trade programs, or industry advocacy

  • Strong organizational, communication, and team leadership skills

Program Manager III

  • Bachelor’s degree (Master’s preferred)

  • 15+ years of experience, including leadership of federal or large-scale consulting engagements

  • Proven success in managing complex, multi-workstream projects with cross-functional teams

  • Deep understanding of federal agency operations, particularly in commerce, trade, or economic development

  • PMP certification preferred

Preferred Skills and Experience:

  • Federal consulting experience, particularly within ITA, Commerce, or trade-related agencies

  • Experience coordinating across government and private-sector stakeholders

  • Familiarity with project management tools and techniques (e.g., Agile, MS Project, Trello)

  • Strong interpersonal skills and diplomatic communication style

  • Ability to synthesize technical or policy information into executive-level briefings
