About the Department

An employee in this class will aid in the County's ability to ensure compliance, efficiency, and transparency in the administration of public funds by managing the full life cycle of the County's grant portfolio and contractual agreements.  The employee will provide dedicated support to staff in identifying funding opportunities, managing grant applications, grant reporting, and overseeing contract development and monitoring.  Work involves reducing risk and improving interdepartmental coordination in contracts and grants.  This position will ensure that all grants and contracts are managed in accordance with internal policies as well as state and federal regulations. Work is performed under the general direction and supervision of the County Attorney.

Position Duties

  • Research and identify grant opportunities that align with county priorities.
  • Prepares, submits, and tracks grant applications and proposals.
  • Assist in preparing and submitting grant applications and supporting documentation.
  • Maintains detailed and accurate grant records to support audits and compliance reviews.
  • Tracks active grants to ensure compliance and reporting requirements including performance benchmarks, allowable uses, and reporting obligations.
  • Ensures all contract activity complies with county policy, North Carolina General Statutes, and federal regulations.
  • Monitors grant subrecipient activities and conformance.
  • Maintains organized records of grants and contracts including expiration dates, renewals, performance terms, and deliverables in accordance with the NC Records Retention Schedule.
  • Monitors contract terms to ensure timelines, deliverables, and renewal dates are met.
  • Collaborates with funding agencies, vendors, and department staff to gather necessary data and documents.
  • Determines eligibility of expenses for grant reimbursement.
  • Assists with the preparation of grant reimbursement requests and confirms receipt of grant funds.
  • Provides technical assistance to staff on procurement, purchases, and contracts.
  • Under the supervision and direction of the County Attorney, collaborates with legal counsel and department heads regarding contract negotiation, drafting, and risk mitigation.
  • Reviews contractor invoices and performance reports to verify compliance.
  • Performs other duties as assigned.

Minimum Qualifications

  • Working knowledge of federal and state grant regulations, including 2CFR Part 200 (Uniform Guidance).
  • Ability to work independently in all areas of job duties.
  • Considerable knowledge of the organization, functions, and programs of County government.
  • Ability to interpret and apply guidelines, regulations, and contract terms.
  • Ability to accurately prepare and maintain records and reports.
  • Ability to establish and maintain effective working relationships with other staff.
  • Strong attention to detail, organizational, and analytical skills.
  • Ability to manage multiple projects while maintaining deadlines.
  • Considerable knowledge of Microsoft Office Suite.
  • Knowledge and ability to use correct grammar, vocabulary, spelling, and perform basic math skills.

Other Qualifications

  • Bachelor's degree in business administration, public administration, finance or related area and one year (1) of progressively responsible experience in grants or contracts management; or
  • Associate's Degree in finance, business administration, or public administration or related area and three (3) years of progressively responsible experience in grants or contracts management; or
  • Equivalent combination of education and experience.
  • Possess a valid North Carolina driver's license.
Experience Preferred:
  • Work in or with a North Carolina Local Government.
  • Paralegal experience.
