About the Role:
The Human Resources Generalist at the Orleans Jail Complex (OJC) plays a pivotal role in managing and supporting the full spectrum of HR functions within a public administration environment. This position is responsible for ensuring compliance with employment laws and organizational policies, while fostering a positive and productive work environment. The HR Generalist will serve as a key liaison between management and staff, addressing employee relations, recruitment, benefits administration, and performance management. By effectively managing these areas, the role contributes to the overall operational efficiency and employee satisfaction at OJC. The successful candidate will play a crucial role in supporting the organization's mission by maintaining a well-functioning, legally compliant, and employee-focused HR framework.
Minimum Qualifications:
- At least 3 years of professional experience in human resources, preferably within a public sector or correctional facility environment.
- Strong knowledge of employment laws and regulations applicable to public administration.
- Proficiency in HR information systems and Microsoft Office Suite.
- Excellent communication, interpersonal, and organizational skills.
Preferred Qualifications:
- Professional HR certification such as PHR, SHRM-CP, or equivalent.
- Experience working in a correctional or law enforcement environment.
- Familiarity with labor union contracts and collective bargaining agreements.
- Advanced skills in data analysis and HR metrics reporting.
- Training or experience in conflict resolution and employee coaching.
Responsibilities:
- Administer recruitment processes including job postings, candidate screening, interviewing, and onboarding of new employees.
- Manage employee relations by addressing concerns, facilitating conflict resolution, and promoting a positive work environment.
- Ensure compliance with federal, state, and local employment laws and regulations, as well as internal policies and procedures.
- Oversee benefits administration, including enrollment, communication, and coordination with benefits providers.
- Support performance management processes by assisting with evaluations, disciplinary actions, and employee development initiatives.
- Maintain accurate and confidential employee records and HR documentation.
- Collaborate with management to identify workforce needs and develop strategies to meet organizational goals.
- Provide guidance and training to staff and supervisors on HR policies, procedures, and best practices.
