About the Department
The Mayor’s Office and its economic development team, Jobs & Economy (JET), are seeking talented individuals to serve as Senior Advisor for Jobs & Economy. The Senior Advisor will be tasked with leadership in the execution of the City of Detroit’s economic development programs, public-private partnerships, and priority development projects to expand economic growth and create opportunities for Detroiters. Positioned as a lead on major commercial, mixed-use, and industrial development projects, business attraction, commercial corridor redevelopment, and small business programming, the Senior Advisor will work closely with executive senior leadership and collaborate with key internal and external stakeholders.
Under the Mayor’s leadership, a JET Senior Advisor is positioned to help shape the course of history in Detroit by leading economic development projects and programs that alter the skyline and opportunity landscape of Detroit.
Position Duties
- Lead concept development, planning, structuring, project set-up and management activities, engagement, public approvals, and implementation for priority development projects and public-private partnerships
- Convene and lead interdepartmental and cross-agency teams to advance project outcomes and support specific program deliverables Structure and negotiate real estate and development agreements for the acquisition, exchange, and sale of property for redevelopment
- Identify and champion solutions to complex development obstacles and process coordination
- Build strong working relationships with staff and members of City Council, boards, and commissions to champion policies and approvals that promote economic growth and employment opportunities for Detroiters
- Lead engagement with external and public approvals stakeholders to secure project and program results by negotiating consensus, facilitating and managing feedback, and addressing concerns Serve as liaison to private development and employer partners
Minimum Qualifications
- Qualifications (required):
- Bachelor's degree from an accredited college or university, with major course of work in business administration, public administration, public policy, economics, finance, urban studies, or a closely related field. Real estate development, desirable.
- Minimum of five (5) years of professional experience in real estate development, program management, or government administration.
- One (1) year experience in a supervisory capacity over program analyst professionals.
- Equivalent combinations of education and experience may be substituted to meet the education and experience requirements of this position.
Qualifications (preferred):- Minimum of seven (7) years of professional experience in real estate development, program management, or government administration.
- Three (3) years experience in a supervisory capacity over program analyst professionals.
- Demonstrated expertise in complex project leadership and management.
- Excellent critical thinking and problem-solving skills.
- Excellent presentation and communications skills.
- Experience working for public or political stakeholders is an asset.
- Law or master's degree in one of the above fields.

Licensing and Certifications:
Candidates considered for placement in this classification may be subject to a Criminal Background Investigation based on the requirements of the position.
Knowledge, Skills and Abilities:
- Advanced knowledge of the Detroit real estate market.
- Advanced/working knowledge of development pro formas.
- Working knowledge of federal grants programs.
- Excellent written and verbal Communication skills.
- Skill in assessing customer requirements, analyzing business processes and data, evaluating possible solutions, and presenting recommendations to stakeholders and higher-grade personnel.
- Ability to use of Microsoft Office (i.e. Word, Excel, Access, PowerPoint, and / or other office suite software packages).
- Ability to communicate in writing clearly and effectively, demonstrated by rendering technical details and reports in a form readily understandable to management and the public.
