About the Department
Basic Purposes of the Job:
Under general direction, manages and coordinates activities of the Parks and Special Projects Division including the installation, maintenance, repair, expansion, and relocation of parks, cemetery, recreational, sports complex and open space areas. Efficiently organizes, plans and directs daily and long term work crew activities. Plans, manages, and implements special projects and programs. Prepares budget and plans for future needs of the division. Ensures compliance with state and federal regulations, and with city safety standards. Responds to citizen inquiries and concerns. Requires a strong understanding of landscaping and irrigation systems, budget management, and personnel management. Promotes and maintains a culture of excellence within the Division.
Position Duties
Essential Functions:

- Direct the Parks and Special Projects Division operations and oversee the maintenance and repair of parks, sports complex and cemetery infrastructure.
- Ensure City of Montrose compliance with applicable state and federal regulations and requirements for the proper operation of parks, sports complex, cemetery, recreational, and open space areas.
- Identify and address problems associated with maintaining existing and installing new parks, sports complex and cemetery infrastructure by consulting plan specifications and conferring with various consultants, engineers and vendors.
- Develop and implement Division policies and procedures, goals, objectives and annual budget.
- Analyze trends of the area being served, such as population and industrial growth, usage demands or other impacts to the parks, sports complex and cemetery systems to develop division maintenance and capital improvement master plans to serve the expanding community needs. Evaluate new developments in materials, tools, and equipment.
- Direct activities of division employees who perform the installation, maintenance, and repair of parks, sports complex and cemetery infrastructure. Ensure that all applicable safety, personnel and operational rules and regulations are followed.
- Respond to citizen inquiries and complaints and work to resolve concerns in a professional and positive manner.
- Feedback: Establish goals and expectations for workers. Write and conduct employee evaluations.
- Staffing: Ensure position descriptions are accurate and assist in interviewing and selecting candidates appropriate to the work.
- Scheduling: Ensure schedules are set to get the work done in accordance with HR guidelines.
- Training: Assure implementation of job specific training to ensure employee success.
- Coaching: Set and discuss expectations for employee success. Conduct a formal mid-cycle progress review in addition to regular meetings with each subordinate.
- Problem Resolution: Handles or gets assistance with employee issues in a timely manner to prevent escalation of problems and disruption to the department.
- Employee Management: In accordance with HR polices, use established procedures to manage employee behavior. Actions are consistent and provide opportunity for the employee to improve.

Minimum Qualifications
Job Requirements:
- Two (2) or four (4) year college degree in parks planning, horticulture, or related field from an accredited college preferred.
- Eight (8) to ten (10) years related experience.
- The City will consider an appropriate combination of education, training and experience that results in comparable knowledge and skills.
- Knowledge and skill in construction and project management.
- Proficient in Microsoft Office products including Word and Excel.
- This position is subject to non-standard working hours including nights, weekends, and holiday.
- Current Colorado driver’s license with acceptable record.

Moderate physical work requiring ability to lift a maximum of 100 pounds; occasional lifting, carrying, walking and standing, hand/eye coordination. The employee frequently is required to climb or balance and stoop, kneel, crouch, or crawl, including the use of ladders and staircases of up to thirty feet. Frequent hand/eye coordination for operation of personal computer, and use of hands to handle small parts; vision for reading and preparing written reports and documents; frequent speech communication, hearing and listening to maintain communications with employees and citizens. Requires driving and walking during inclement weather. While performing the duties of this job, the employee is regularly exposed to outside weather conditions. The employee is frequently exposed to wet and/or humid conditions; moving mechanical parts; fumes or airborne particles; extreme cold and extreme heat. The employee is occasionally exposed to vibration, or to work high above ground level. The noise level in the work environment is frequently loud.
