About the Department

Open to the general public and any current Municipal employee.

This is a non-represented position (no union affiliation) and is subject to the provisions of the Personnel Rules of the Municipality of Anchorage.

DEPARTMENT: Finance

HOURS OF WORK: Monday - Friday, 8:00 am - 5:00 pm

LOCATION: City Hall - 632 W 6th Ave, Suite 510

Position Duties

The Collector position is responsible for efficiently and accurately completing a wide range of collection duties focusing on Delinquent Criminal and Civil Fines and Fees (DCF) as well as other debt due to the Municipality. Under minimal supervision responds timely to customer inquiries by phone, email/mail or in person; operates as a cashier by processing payments at public counter as well as mailed payments; performs research and skip-tracing on cases sent for collection from the State of Alaska Court; update the CourtView database with the most current information as well as noting cases with necessary information to track collections process. Collector maintains cases by processing bankruptcy notifications, court-ordered adjustments and death notices. Assures all payments are accurately and timely posted and refunds are issued when necessary. This position is critical in 
the filing of writs of garnishment to the State of Alaska PFD Division and the application of garnished funds received to the defendant's cases. Posts payments received from the Municipality's third-party collection agency to the CourtView database and reconciling balances between the two. 

Minimum Qualifications

Bachelor’s degree in Public Administration, Business Administration, Accounting, or a related discipline, and experience in the collection of utility, tax, medical, or sales accounts, or collecting delinquent accounts receivable. 

OR

Associate’s degree in Public Administration, Business Administration, Accounting, or a related discipline, and two (2) years of experience in the collection of utility, tax, medical, or sales accounts, or collecting delinquent accounts receivable. 

OR

High school diploma, GED, or equivalent and four (4) years of experience in the collection of utility, tax, medical, or sales accounts, or collecting delinquent accounts receivable. 


Extensive computer use required as well as experience with various business equipment. computer programs include, but are not limited to:
MS Windows, Word, Outlook, Edge and Google Chrome with a strong focus on Excel and SAP accounting system. 

Position also accesses:
PACER, Collection Agency portal, Accurint, Revenue Permanent Fund Information (RPFI) database and APD's Tiburon system.

If selected for hire, the appointment in this position will be conditional based upon a satisfactory background check. A background check encompasses criminal history, verifying education, and verifying dates of employment.


All required certifications and licenses must remain current for the duration of employment.

Military Service Interview Preference:
Veterans or who wish to be considered for interview preference as permitted in Municipal Personnel Rules 3.30.031 D must attach to the application a copy of their DD Form 214, DD Form 256, NGB Form 22, or a letter from the US Department of Veterans Affairs recognizing the person as a veteran. The attached documentation must show an honorable discharge or general (under honorable conditions) discharge. The minimum qualifications of the position must be met for preference consideration.

Individuals currently serving as a member in good standing in the National Guard or the organized military reserves who wish to be considered for interview preference as permitted in Municipal Personnel Rules 3.30.031 D must attach proof of current service to the application.  Proof of current service can be shown by submission of a statement of service which, at a minimum, shows full name, date of birth, Social Security Number, date service began, branch of service, rank, name of command providing the information, and unit of assignment.  The statement of service must be on a form or letterhead of the individual’s command organization and show the name, signature, title and contact information for the signer providing the statement of service. The minimum qualifications of the position must be met for preference consideration.
