Summary of Job Functions:
The Licensing Manager is responsible for ensuring that all group homes operated by The Arc of Anchorage, as well as contract provider assisted living homes and children’s foster homes, are licensed and operated in compliance with applicable state and federal requirements. This includes the oversight of licensing applications, renewals, inspections, and monitoring activities as required under Alaska statutes and regulations.
The Licensing Manager identifies and evaluates risks related to service delivery and provider operations, and ensures mitigation through implementation of approved policies, procedures, training, and internal controls. The position is authorized to investigate alleged violations, oversee corrective actions, and verify compliance with Medicaid standards, licensing regulations, agency policies, and program accreditation requirements.
This role also manages variance requests for Behavioral Health Assisted Living Homes, coordinates with state licensing agencies and regulatory bodies, and provides guidance to internal program leadership. The Licensing Manager ensures that all documentation required for accreditation and regulatory review is prepared and maintained, and provides administrative and compliance support to the Community Living Services Program Director.
Essential Job Functions:
- Licensing Oversight: Manage applications, renewals, variances, inspections, and monitoring for Arc-operated group homes, contract provider-assisted living homes, and foster homes.
- Compliance & Risk Management: Identify risks, conduct investigations, oversee corrective actions, and ensure compliance with Medicaid, licensing, accreditation, and agency standards.
- Regulatory Coordination: Serve as the primary liaison with state licensing agencies, regulatory bodies, and accreditation authorities.
- Provider Monitoring: Ensure contract providers and Arc-operated homes deliver services in accordance with regulatory and contractual requirements.
- Policy & Standards Development: Analyze regulatory changes, recommend updates to policies and procedures, and support development of performance standards.
- Performance Monitoring & Reporting: Track compliance outcomes, prepare required reports, and maintain accurate documentation for internal and external review.
- Training & Consultation: Provide training, guidance, and technical assistance to staff and leadership on compliance and licensing requirements.
- Contract Review: Review, draft, and renew provider service agreements to ensure regulatory alignment.
- Administrative Support: Maintain compliance databases, prepare accreditation documents, and provide program support to the Community Living Services Program Director.
- Other Duties: Perform additional responsibilities as assigned to meet agency and regulatory needs.
Education and Experience:
- GED or High School Diploma required.
- Minimum of one (1) year compliance experience and two (2) years of human services experience required.
- Associate’s degree in social work, Human Services, Education, or related field preferred.
- Proficiency with Microsoft Office and related computer applications required.
Required Licenses, Clearances & Trainings:
- Background checks as defined by licensing agencies
- Current TB test/clearance
- Valid driver’s license and proof of insurance
- Clean driving record
- Pass mandatory agency trainings (Corporate Compliance, Mandatory Reporting, CPR, etc.)
Equipment Use:
- Routine use of standard office equipment such as computers, phones, photocopiers, filing cabinets and other office-related devices.
