About the Department


The Deputy Director of Human Services performs advanced professional and managerial work in planning, organizing, managing, and evaluating assigned programs and administration of the department. Oversees Human Services departmental functions and community-based youth and family services, Community Attention Foster Families, nonprofit funding process, youth opportunity programming, housing navigation, financial relief services, crisis response, and/or other services. Reports to the Director of Human Services.

This Deputy Director will be assigned to Adult Services, including Community Connector programs and the ANCHOR Team, as well as mental health and substance use crisis response. Serving as a subject matter expert in mental health, substance use, crisis response, housing and self-sufficiency, trauma-informed care, and re-entry.

The preferred hiring range for this position is between $96,749.73 - $115,854.43 AnnuallyStarting offer is based on applicable education, experience, and internal equity. Position Duties

  • Oversees, plans, and coordinates supervisors and program leads, providing consultation, instruction, evaluation, and support to maximize effectiveness and productivity. 
  • Provides oversight to specific programs and services, as assigned: Adult Services such as Community Connector programs and ANCHOR Team, mental health and substance use crisis response.
  • Serves as an expert in the field assigned: Mental health, substance use, crisis response, housing and self-sufficiency, trauma informed care, and re-entry.
  • Plans, manages, monitors, trains, and directs work performance of supervisors and staff in assigned area. Makes decisions on hiring, discipline, performance evaluation, setting program/work objectives and realigns work and staffing as needed, in accordance with established personnel policy and procedures. Establishing professional standards for work quality, quantity, performance, and accountability.
  • Sets clear and consistent expectations for personnel, based on program requirements and priorities and values of the department ensuring staff are enabled and required to meet them, while providing support to maximize effectiveness and productivity.
  • Establishes community coalitions and collaborations, critical relationships with community partners including Federal, State, and local funders.
  • Communicates and interprets information from the director, department management team, referral services, and the state, ensuring appropriate and effective information is provided to staff.
  • Serves on the Department's management team providing leadership, guidance, and advice on a wide variety of management issues, including programs coordination, developing and evaluating agency policies, and developing and sharing resources.
  • Effectively handles and responds to client, community, and employee complaints.
  • Coordinates development and administration of departmental policies including standard operating procedures ensuring alignment with state and federal funding sources.
  • Coordinates and prepares grant proposals with assistance from human services planners, ensuring compliance with all funder requirements.
  • Creates outreach and marketing strategies which may include drafting press releases, media, creating and or maintaining the department’s social media presence.
  • Assists in maintaining the Department of Human Services website.
  • Assists the Director in the overseeing expenditures, analyzes and recommends actions on funding issues, and assists with the preparation of the annual budget.
  • Establishes outcome measures and implements process improvement plans.
  • Participates in, leads and/or takes responsibility for a variety of special projects which may include the facilitation of the internal employee resource group, community members, organizational partners, and represents the department on coalitions and task forces.
  • Required to respond upon activation from the City Manager of the Continuity of Operations Plan and/or Emergency Operations Plan. Must have the ability to be contacted and respond based on Department guidelines.
  • Responsible for appropriate use and maintenance of City equipment, tools and other resources, including work time.
  • Regular and reliable attendance.
Other Duties
  • Serves as acting director in their absence, as designated.
  • Performs additional duties to support operational requirements as apparent or assigned.

Minimum Qualifications

Education and Experience: Candidates may qualify by demonstrating the required knowledge and skills outlined for the job through experience(s) other than formal education.

  • Bachelor’s degree in human services or a related field (psychology, social work, public administration, counseling) AND 3 years of supervisory experience in a human services organization with substantial responsibility for program development, planning and personnel.
OR
  • Associate degree in human services or a related field (psychology, social work, public administration, counseling) AND 5 years of supervisory experience in a human services organization with substantial responsibility for program development, planning and personnel.
OR
  • An equivalent combination of education and experience may be considered in lieu of the specific requirements listed above.

Preferred:
  • Master's or Clinical degree in related area.
  • Knowledge of the Charlottesville community.

Certifications/Licenses/Other Requirements:
  • Valid Virginia Driver’s License and acceptable record OR must be able to provide own transportation to and from job, meetings, and related job sites.
  • Required to successfully pass a pre-employment background check and pre-employment drug screen.

  • Comprehensive and advanced knowledge of social and human services programs, program planning and evaluation, and policies and regulations specifically related to youth and/or adult services as assigned. 
  • Comprehensive and advanced knowledge of the principles of trauma informed care, cultural humility, family engagement, community engagement, and public administration.
  • Extensive knowledge of the principles, techniques, and practices of employment services, public assistance, assessing and counseling, casework strategies, and interviewing techniques, training, supervision, hiring procedures, and budget management.

  • Advanced: Ability to read, investigate, research, analyze, interpret, and understand complex written materials such as regulations, policies, data, case work, complex financial reports and/or legal documents.

  • Intermediate: Ability to work with, understand, and apply simple formulas to process and prepare financial documentation of departmental budget, to monitor expenditures in local programs and to recommend spending adjustments. Designs and implements methods and procedures to collect and analyze statistical data on programs.

Proficiency in Microsoft Office applications and departmental software.

  • Assists the Director with the preparation, oversight, and submittal of annual plans and grant/budget requests for programs. Reviews and approves expenditures of significant budgeted funds and analyzes and recommends actions on funding issues.

  • Manages, monitors, and oversees the performance of supervisors in several operational areas who have responsibility for complex decision-making. Evaluates and sets programs/work objectives and effectiveness, makes decisions on hiring, discipline, performance evaluation, and realigns work and staffing as needed.

Physical Demands:
