The Maryland-National Capital Park and Planning Commission is a six-time Gold Medal winner recognized nationally for its parks and recreation programs whose mission is to manage physical growth and plan communities, protect and steward natural, cultural, and historic resources, and provide leisure and recreational experiences. The organization serves citizens within Montgomery and Prince George's counties and employs over 5000 full time and seasonal employees.
The organization is seeking a highly skilled Classification and Compensation Analyst III/II to work in the Human Resources and Management headquarters located in Riverdale, Maryland.
Position Duties
- Conducting job classifications and evaluations using point factor evaluation system and preparing written reports on findings.
- Developing classification specifications/position descriptions along with corresponding reports; determining proper occupational series and Fair Labor Standards Act (FLSA) designation.
- Analyzing salary structures, salary exceptions, salary equity requests, and requests for reclassification.
- Participating in salary surveys and analyzing market pricing.
- Participating in position management tasks including assigning position numbers; evaluating duties and responsibilities of vacant positions; and working with operating departments and internal HRIS employees to ensure data integrity.
- Learning the human resource information system including developing and running reports.
- Participating in corporate compensation studies and assisting in developing implementation strategies, rules and regulations,
- Providing analytical support to management during union negotiations.
- Reviewing compensation programs to ensure compliance with rules and regulations, competitiveness and proper administration.
- Interacting with clients on a daily basis.
The ideal candidate will:
- Have considerable knowledge of and experience in Classification and Compensation principles and practices and its applications and relationships to other Human Resource programs.
- Be motivated and a self-starter with good analytical, collaborative, written and oral communication skills.
- Be able to prioritize and manage a high-volume workload and time sensitive deadlines.
- Possess ability to research, compile and analyze data and present logical conclusions.
- Be proficient utilizing Microsoft Office products (Excel, Word and PowerPoint) and HRIS (preferably Infor/Lawson).
- Possess ability to establish and consistently maintain cooperative relationships.
- Have experience with both union and non-union classifications and environments.
Corporate Human Resources Specialist III (grade 28):
Range: $73,523 – $103,068 - $132,614
Corporate Human Resources Specialist II (grade 24):
Range: $63,891 – $88,521 - $113,151

Minimum Qualifications
Corporate Human Resources Specialist III
- Bachelor’s Degree in Human Resources Management or any related field; plus four (4) years of experience performing HR work in the assigned program(s); or an equivalent combination of education and experience may be substituted, which total eight (8) years.
Corporate Human Resources Specialist II
Bachelor’s degree in human resources management or related field, plus two years of experience performing HR work in assigned program(s); or an equivalent combination of education and experience may be substituted, which total six (6) years.
Valid driver’s license in accordance with both state and Commission rules and regulations. Driver’s license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee’s ability to drive Commission vehicles or perform driving duties required by the position of assignment.
Certifications in the area of expertise are desired (i.e., Certified Compensation Professional (CCP), Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR), Society for Human Resource Management SHRM-CP or SHRM-SCP.
