About the Department

DEFINITION

The Facilities Maintenance Technician 1 performs general labor, nontechnical and minor maintenance, repairs, cleaning, and inspections required for the maintenance and upkeep of NCTD facilities. This is a bargained position represented by the International Association of Sheet Metal, Air, Rail, and Transportation workers (SMART) Union. In accordance with the Collective Bargaining Agreement, the hourly pay rate for this position is $21.22.

Distinguishing Characteristics

The Facilities Maintenance Technician 1 is an entry level position for the Maintenance of Facilities Department and performs a specialized function in the maintenance and upkeep of District facilities. 

 Supervision Received and Exercised

The Facilities maintenance Technician 1 works under the immediate supervision of the COASTER/SPRINTER Managers and/or Shift Supervisors. They have no direct supervisory responsibility. Further, this position is expected to participate in the sharing of expert knowledge and as a vital member of various project teams that may be instituted. 

 Working Conditions

This position is required to work in all types of settings including outdoors. The classification also works with various machinery and chemicals. Individuals in this position must be able to work safely to prevent on-the-job accidents and injuries, wear protective equipment including hearing protection, safety-toe boots, safety glasses and other Personal Protective Equipment items as assigned by NCTD. Business travel may be required periodically between District sites, governmental agencies, consultants’ facilities, and other locations as required.  

Position Duties

Essential Functions

Duties may include, but are not limited to, the following:

  • Performs minor maintenance activities to buildings, sites, equipment, and assists Facilities Maintenance Technician 2 and 3’s 
  • Cleaning of facilities and equipment. 
  • Moves and/or arranges furniture and equipment, 
  • Loads and unloads supplies onto or from trucks 
  • Breaks up/removes concrete and performs digging for the installation, and removal of bus stop poles and signs. 
  • Replaces lamps/lights bulbs, hangs pictures and fixtures, performs touch up and minor painting, removes graffiti. 
  • Performs non-technical Preventive Maintenance and inspections on District buildings, sites, and equipment. 
  • Organizes/maintains supplies and assists with proper care/storage of tools and equipment. 
  • installs, moves, and repairs bus stop signs, reacts to change productively and handles other tasks as assigned.
  • Performs cleaning duties in accordance with the District Cleaning Plan and cleaning industry standards for each facility to include offices, industrial buildings, buses, trains, coaches, and public transit centers/stations, including but are not limited to the following: spill cleanup, debris removal, sweeping and scrubbing concrete and asphalt, all types of floor care, pressure washing, window cleaning, etc.
  • Perform other related duties as assigned.

Minimum Qualifications

Education/Experience

  • High School diploma or GED required. Technical school or apprenticeship program in related field is a plus.
  • One (1) year prior facilities maintenance or custodial experience preferred.

 A combination of experience/skills and education to fulfill the requisite knowledge, skills and abilities for this position may be considered.

 Certificates/Licenses

  • Possession of and the ability to maintain a California driver's license, Class C, with less than six (6) points in the preceding 36-month period and no DUIs in the prior seven (7) years.
  • Maintain compliance with the District’s policy regarding Conflict of Interest and Ethics. 
  • Must be able to obtain and maintain annual access to Marine Corp Base Camp Pendleton.
  • Must be able to become RWP Qualified on NCTD owned railroad properties. 

General Requirements

  • Ability to pass forklift driver training program.  
  • Drive and maneuver a trailer. 
  • Use the proper materials and tools for maintenance and minor repair of buildings, facilities, and grounds.
  • Knowledge of proper cleaning techniques. 
  • Ability to read and understand material and equipment instructions to ensure safe and correct use.
  • Ability to read and understand department memorandums, equipment user manuals, and signs in the work environment and respond accordingly.
  • Aptitude to respond to written and oral instructions in English and to legibly complete forms or logs using English sentences or phrases.
  • Ability to work effectively with others.
  • Operate vehicles, tools, and equipment necessary to complete assignments. 

 

Physical Requirements

The physical demands described are representative of those that must be met by an employee to successfully perform the essential functions of this job.   Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. 

The employee must possess the ability to use the phone, radio, tablet, and computer; have manual dexterity to complete clerical functions and work with office equipment. Lift equipment/objects up to 50 pounds on a frequent basis. The employee must be able to hear, see, and communicate verbally to exchange information. The employee must be able to physically travel between District locations and other destinations, work in evenings when required, work in hazardous conditions, and negotiate a variety of different and irregular terrain as is typical along a railway right-of-way. The employee may be subject to fumes, odors, dusts, gases and chemicals. The employee must be able to walk, climb, balance, bend, carry, push, reach, sit, and stand. Ability to maintain balance in and around wet floors, roof tops, and other difficult work locations.

 

Machines / Tools / Equipment

  • Operate a motor vehicle (i.e., sedan, pickup truck, and 11/2-ton stake truck), scissor lift, articulated boom lift, and forklift safely.
  • Safely use and operate hand and power tools, construction equipment, and maintenance equipment.
  • Utilize motorized cleaning equipment and tools including buffers, sweepers, blowers, pressure washers, scrubbers, and vacuum.
  • Ability to operate a personal computer and Microsoft Office Suite programs.
  • Ability to operate standard office equipment, including a fax and scanner machine, copy machine, and telephone. 
  • Ability to carry and operate a mobile on-call device.
