About the Department
Positions assigned to this class manage, direct, and supervise the accounting and budgeting activities in the Finance Department, which may include oversight of the general ledger, accounts payable, accounts receivables, procurement, grants, payroll, and other related accounting and budgeting functions.
Position Duties
The following are intended to describe core work functions of this classification. While the level and broad nature of essential duties may not change, specific work tasks will vary over time depending on the City's needs.
- Establishes, evaluates and manages division programs (i.e. accounts receivable, accounts payable, cash management, capital assets, debt management, general ledger, grants accounting, payroll, audit, etc.).
- Assist with developing timelines, processes, procedures, and goals.
- Supervise, train, and evaluate assigned personnel.
- Oversee and provide analytical support to the Capital Improvement Project (CIP) process to uphold the city's fiscal responsibility and long-term planning goals. Classify pending projects into future fiscal year budgets.
- Manage the Community Facility District (CFD), bond closing, and other accounts as assigned.
- Maintain accounting system, including adding funds, project and account numbers, budgets, and end-of-month and year-end closings. Monitor and evaluate accounting operations and financial software for improvement.
- Prepare, review, and approve reports, correspondence, invoices, budget statements, financial records, contracts, codes, ordinances, policies, procedures, and other documentation.
- Assist with the timely preparation of the Annual Comprehensive Financial Report (ACFR) and manage the annual financial audit process for the city and other funds related to internal and external compliance reporting.
- May review the accounting activities, transactions, reconciliations, disbursements and a bi-weekly review of payroll and tax transmissions.
- Prepare financial reports and present complex data at council and commission meetings as needed.
- Assist with budget development; prepare fiscal year financial plans.
- Assist with financial system implementations, upgrades and process improvements.
- Provide guidance and support in addressing complex accounting challenges; interpret and resolve accounting issues raised by staff, auditors, vendors, or other departments; and conduct research and analysis of financial reports, summaries, statistical data, findings, and present recommendations.
- Support the city’s policies, goals, and objectives and work with management and other staff to ethically achieve such goals and objectives; ensure compliance with safety procedures.
Minimum Qualifications
Graduation from a college or university accredited by an agency recognized by the U.S. Secretary of Education or Council for Higher Education Accreditation (CHEA) with a bachelor’s degree in finance, accounting, business administration, or related field, and four (4) years paid full-time experience in accounting and finance, including prior government accounting experience, two (2) of which included supervision; or an equivalent combination of education and experience.
Certified Government Financial Manager (CGFM), Certified Public Finance Officer (CPFO), or Certified Public Accountant (CPA) preferred.

- City and department procedures, policies, guidelines, city code, Arizona Revised Statutes, and Internal Revenue Service (IRS) regulations.
- Federal, state, and local laws, and regulations applicable to municipal accounting.
- Accounting principles, policies, procedures, and methods, including Government Finance Officers Association (GFOA), Generally Accepted Accounting Principles (GAAP), and Governmental Accounting Standards Board (GASB); tax coding and tax treatment.
- Rules and regulatory reporting requirements related to public sector municipal finance, budget and accounting systems and administration.
- Principles, methods, objectives, and practices of municipal finance and accounting systems.
- Principles and practices of effective leadership, supervision, and training.
Skills
- Effectively supervising, motivating and leading staff.
- Establishing and maintaining cooperative working relationships with vendors, coworkers, and other individuals in contact during the course of work; communicating clearly and concisely.
- Operating a personal computer utilizing standard software such as Microsoft Office and specialized software; functioning standard office equipment; proficient typing, and data entry.

Pre-employment Requirements
Candidates who are selected for appointment may be fingerprinted, if 18 or older; successfully complete a background investigation, employment verification and may be subject to a drug/alcohol test, medical, polygraph and/or psychological evaluation. Candidates who are appointed will be required to possess a valid driver’s license to operate a vehicle in Arizona or meet the transportation needs of the position.
Physical Demands and Work Environment
Work is performed in a standard office environment. May require frequent sitting and continuous operation of a personal computer. May be required to perform a full range of motion with lifting and/or carrying items weighing up to 25 pounds.
