Job Summary
As part of the Healthy Columbia-Willamette Collaborative’s (HCWC) Convener team, the Data and Engagement Program Manager will be responsible for the development of community engagement tools for collection, analyzing and presenting qualitative and quantitative data for HCWC’s regional community health assessments (CHA). The Data and Engagement Program Manager will support and sustain community engagement strategies for HCWC. This role will work in partnership with all HCWC member organizations and will support the HCWC Convener in HCWC Committees and Workgroups. This role is also responsible for convening the Data Leads among HCWC member organization.
Essential Responsibilities
Data Collection + Analyses for Healthy Columbia-Willamette Collaborative
- Responsible for providing primary data collection support that will inform community engagement efforts in regional community health assessment (CHA) development.
- Conduct data analysis of qualitative and quantitative data collected through community engagement efforts.
- Responsible for planning and analysis of primary and secondary quantitative data in the development of regional CHA.
- Support community engagement partners in the development of primary data collection component of community engagement workplan.
- Develop research methods and data analysis plans related to community health indicators and outcomes.
- Perform data analysis explaining trends, changes, and outliers.
- Summarize complex data in the appropriate form (e.g., statistical summaries, narratives, charts, tables, graphs, etc.) to convey meaning, significance, and actionable information.
- Coordinate analytics/assessment development among HCWC partners.
- Assist with and prepare presentations to HCWC partners, community engagement partners, etc.
- Create data reports, dashboards and analysis to be shared with partners.
- Provide technical assistance with the development of data collection tools.
Community Engagement and Impact Strategy for Healthy Columbia-Willamette Collaborative
- Responsible for working with HCWC partners and community-based leaders/partners to co-design and co-implement the community engagement activities in community health assessment and improvement planning processes.
- Facilitate development of community engagement strategies and plan for HCWC CHAs.
- Convene, facilitate, and support a Community Advisory/Action Group of community-based organizations representing Clackamas, Clark, Multnomah and Washington counties.
- Draft and finalize community engagement tools for CHAs that may include (but not limited to): focus groups, surveys, listening sessions, interviews, etc.
- Support recruitment, training and contracting with community facilitators for community engagement tools (i.e. focus groups), including facilitators from Community Advisory/Action Group.
- Conduct resonance checks with Community Advisory/Action Group on preliminary findings on qualitative themes and findings.
- Support accountability in culturally responsive/specific and linguistically appropriate outreach and engagement to communities in the four-county region.
- Support Community Health Manager/HCWC Convener and HCWC in maintaining relationships and accountability with community-based organizations involved in CHA development/processes.
- Support development and implementation of communications plans related to regional CHA/CHP efforts and updates.

- Knowledge of data analytics: analysis types, methods, and techniques
- Knowledge of Medicaid, managed care, and clinical delivery systems strongly desired
- Familiarity with monitoring and evaluation plans and program documents

- Bachelor’s degree in public health, data analytics, or related field
- Experience with medical, public health, clinical, health care operations, claims and/or enrollment reporting and analysis
- Experience or education on project management methods
- Experience or education on the fundamentals of quality and performance measurement – particularly in the field of healthcare
