The Executive Vice President, Global Strategies, is responsible for the strategic direction, management, and execution of all serves as the leader of PCPC’s global regulatory, trade, and advocacy initiatives that support and advance the cosmetic and personal care products industry worldwide. Reporting directly to the President and CEO, the EVP Global Strategies is responsible for formulating and executing international strategies that foster regulatory alignment, promote market access, and strengthen the industry's global presence. The role entails leading cross-functional global committees, managing relationships with international stakeholders and government bodies, and ensuring that PCPC members are informed, represented, and well-positioned in an increasingly complex global regulatory environment. The EVP also supervises international staff and budgets, while serving as a key spokesperson and thought leader on international matters impacting the industry.
CORE RESPONSIBILITIES
- Plans and directs all PCPC international activities, including advocacy on international regulatory, trade and other developments; services to members including International Regulatory Database; leading PCPC participation in international fora, including the International Cooperation on Cosmetics Regulation (ICCR) and the International Association Collaboration (IAC).
- Directs PCPC’s global committees and task forces, fostering strategic dialogue, consensus-building, and coordinated action to advance the industry’s international objectives and influence global regulatory and trade policy development.
- Develops and implements strategies to address international trade and regulatory issues affecting member companies. with a focus on advancing industry objectives in U.S. trade policy, trade negotiations, and bilateral and multilateral regulatory forums
- Develops and implements strategies to advance industry’s international alignment and market access goals and designs and manages innovative projects to leverage those opportunities.
- Drafts industry comments and positions on international regulations and proposals affecting the manufacture and sale of cosmetic and personal care products in other countries.
- Serves as a key representative of PCPC, engaging with foreign government officials to advocate for science-based regulations, promote international alignment, and protect market access for the cosmetic and personal care products industry.
- Keeps PCPC member companies and non U.S. industry groups abreast on international laws and regulations affecting cosmetics and personal care products.
- Coordinates joint PCPC action with international industry associations regarding U.S. and international legal/regulatory issues affecting cosmetics and personal care products.
- Leads the development and dissemination of timely, high-impact communications to PCPC members, strategically leveraging written and spoken platforms to enhance industry awareness, shape global dialogue, and position PCPC as a trusted authority on international regulatory and trade developments.
- Drives cross-functional collaboration with internal executive leadership to ensure cohesive alignment between international and U.S. regulatory and trade strategies, strengthening the industry's unified voice and maximizing impact across global and domestic policy arenas.
- Provides visionary leadership and operational oversight to the international regulatory team, ensuring alignment of staff roles with strategic priorities, fostering professional growth, and driving high-performance execution of global initiatives.
- Leads the strategic planning and oversight of the department’s budget to ensure alignment with organizational goals, efficient allocation of resources, and long-term sustainability of global initiatives

QUALIFICATIONS
Education & Experience:
- Degree in international policy, law, public health, science, or a related field strongly preferred.
- Minimum of 15 years of progressively responsible experience in international regulatory affairs, trade policy, or global advocacy, ideally within the cosmetics, personal care, pharmaceutical, or related consumer products industries.
- Demonstrated leadership in managing high-level strategic initiatives and working with government agencies, international organizations, and global industry stakeholders.
- Proven success leading and developing professional teams and cross-functional committees.
- Experience representing organizations before domestic and foreign regulatory bodies and trade authorities.
Technical Knowledge:
- In-depth knowledge of U.S. and international laws, regulations, and trade policies impacting the cosmetic and personal care products industry.
- Familiarity with U.S. Food and Drug Administration (FDA), international regulatory frameworks, and multilateral trade agreements.
- Strong understanding of international regulatory cooperation platforms such as ICCR and global trade advocacy networks.
- Proficiency in managing departmental budgets, strategic planning, and policy development.
- Proficiency in Microsoft Office suite.
