About the Department
Public Health is seeking a talented individual with the ability to build respectful and productive relationships with internal colleagues and external stakeholders to serve as an Administrator III within the financial and administrative unit of the Office of the Director and Administrative services Division. This position reports to the division finance manager and will provide financial leadership, management and oversight, including business planning, accounting, contracting, biennial budget development and monitoring, financial analysis, strategic thinking and sustainability planning for assigned programs. The Administrator III is responsible for the supervision of the administrative staff. This position is responsible for performing and managing multiple functions across the agency and serves as a key adviser and coordinator of multiple work project and programs.

Work Schedule:
Monday through Friday, 8:00am to 5:00pm, including FLSA status. This position is Exempt from the provisions of the Fair Labor Standards Act.
Work Location
The Chinook Building- located at 401 5th Ave in Seattle- 11th floor.
Some of the work associated with this position will be performed through teleworking, and will report to office location and to meetings as needed. Travel to other work locations may be necessary. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. To support employees during this time King County has a robust collection of tools and resources to support working remotely. Position Duties
- Work in collaboration with financial and business management activities including financial leadership, accounting, biennial budget development and monitoring, contracts and grants management
- Review fiscal adjustments, payables, P-Cards, POETAs
- Management of SharePoint team site
- Training and support to staff on payables, P-Card, reimbursements, travel etc.
- Perform regular and ad-hoc analyses requiring research, compilation, and interpretation of financial data
- Ensure the accuracy of financial accounting systems and financial information
- Review contracts for the division.
- Administer and implement policies and procedures for personnel, purchasing, contracting, regulatory issues and other administrative activities.
- Interpret and participate in the development of current administrative policies and procedures.
- Represent the division at department-wide finance meetings and other meetings as required.
- Direct and/or analyze and assess internal systems and make recommendations on changes or revisions to improve performance.
- Perform other duties as assigned.
Minimum Qualifications
Our ideal candidate will demonstrate the following (Minimum):
- Minimum three (3) years of experience in financial management including: accounting, contracts management, federal grants management and reporting, budget development, and complex financial analyses.
- Demonstrated ability to manage the technical aspects of budget development, including: preparation and justification of the budget, financial modeling and analysis; and ability to interact effectively with program managers and budget personnel by providing financial information to facilitate budget formulation and execution with multiple funding sources.
- At least three (3) years' experience researching, analyzing, and interpreting complex financial information to a) resolve issues; b) make recommendations; and, c) produce financial reports
- Ability to gather, interpret, and communicate accounting/financial data to technical (budget/finance background) and non-technical audiences
- Experience reviewing contracts
- Demonstrated ability with multi-tasking and project management simultaneously in a dynamic environment while meeting deadlines and time constraints
- Strong oral and written communication skills.
- Demonstrated ability in problem solving and resolving conflicts
