Service encompasses all aspects of the Pokagon Band of Potawatomi Indian’s governmental operations.  Every employee shares the responsibility to provide exemplary service, dignity, and respect to all Tribal Citizens, the Tribal Council, and staff members.  To this end, all employees have an obligation to identify and report any service problems, issues, or concerns and through designated channels, initiate, recommend, and actively participate in solutions.  

 

Position Summary: Under the supervision of the Executive Director, the Director of Internal Audit provides direction and oversight to the Pokagon Band Gaming Commission Audit Department and participates in the examination and evaluation of financial, compliance, operational, and functional audits of Four Winds Casinos and Pokagon Band liquor establishments.

 

Essential Functions:

  • Ability to effectively communicate with others.
  • Assess casino compliance with the Pokagon Band Gaming Commission Regulations, National Indian Gaming Commission (“NIGC”) Minimum Internal Control Standards (“MICS”), the Pokagon Band of Potawatomi Indians Gaming Regulatory Act, the Pokagon Band of Potawatomi Indians, and the State of Michigan and State of Indiana Compacts, and any other applicable laws and regulations.
  • Assess Pokagon Band liquor establishments compliance with the Pokagon Band of Potawatomi Indians of Michigan and Indiana Liquor Control Code and Pokagon Band Gaming Commission Liquor Control Regulations.
  • Manage audits of designated casino construction projects.
  • Complete performance appraisals for direct reports in a timely manner. 
  • Develop, review, and approve audit programs.
  • Direct and supervise the Internal Audit staff.
  • Ensure Internal Audit staff work papers are adequately documented, audit evidence is sufficient, and auditors are using due diligence when completing the audits.
  • Ensure Audit staff compliance with the PBGC Employee Handbook.
  • Establish and ensure successful completion of the annual audit plan.
  • Produce written documents with clearly organized thoughts, using proper sentence constructions, punctuation, and grammar in a timely manner.
  • Provide training to the Internal Audit staff as needed.
  • Recruit and retain qualified Internal Audit staff.
  • Review, approve, and finalize audit reports completed by the Internal Audit staff.
  • Review internal controls within the scope of work for all compliance, financial, operational, and ad-hoc audits as requested by the Executive Director.
  • Review the reliability and integrity of the financial records of Four Winds Casinos as provided by the independent audit firm.
  • Ensure completion of audits and reports required to maintain the NIGC Certificate of Self-Regulation granted to the Pokagon Band.

Position Requirements:  

  • Ability to maintain strict confidentiality.
  • Bachelor’s degree required; field of study may include Business Administration, Public Administration, Organizational Leadership, Accounting, Finance, Criminal Justice, or a related field. A master’s degree is preferred but not required.
  • Formal certifications such as CIA (Certified Internal Auditor), CISA (Certified Information System Auditor), CFE (Certified Fraud Examiner), or CPA (Certified Public Accountant) are not required, but will be considered favorably if they complement a strong background in casino regulatory auditing.
  • Experience with U.S. Treasury Bank Secrecy Act/Title 31 audits.
  • Extensive knowledge of casino operations and regulatory environments is essential, including internal controls, operational risks, surveillance, cage operations, count room procedures, and slot / table game functions.
  • Three (3) years of management/supervisor experience in an Audit leadership role involving staff supervision, team development, and operational oversight, including writing effective audit programs and audit work paper review experience is required. Five (5) years’ experience as a Senior Internal Auditor or equivalent will satisfy this requirement.
  • Knowledge of gaming regulations and technical standards, such as the NIGC, MICS, and Tribal/State Compacts, is highly preferred.
  • Experience managing through cultural or interpersonal challenges, with a focus on creating a respectful, inclusive, and productive workplace.
  • Demonstrated success in building and leading high-performing teams, especially in environments that require high levels of collaboration and accountability.
  • Knowledge of internal controls in gaming finance, operations, and information systems is required.
  • Must adhere to the Commission policy prohibiting Commission employees from gambling or playing at Four Winds Casino or any licensed game, gaming device, or online gaming/sports wagering under the jurisdiction of the Pokagon Band Gaming Commission.
  • Must be able to handle requests in an empathetic and professional manner.
  • Must be at least of 21 years of age.
  • Must be willing to promote goals and philosophies of the Pokagon Band of Potawatomi Indians.
  • Must be willing to work flexible hours and weekends.
  • Must be willing to work in any of the Four Winds Casino properties.
  • Must have a valid driver’s license and be able to meet the minimum requirements regarding driving record in order to utilize Commission vehicles.
  • Previous gaming industry audit experience is required.
  • Submit to and successfully pass a background investigation.
  • Submit to and successfully pass drug testing as required by the Commission.

Physical Requirements:

  • Frequently required to use hands and fingers to operate equipment.
  • Frequently required to talk and hear.
  • Work is generally sedentary in nature and will frequently require sitting. However, standing and walking will occasionally be necessary.

 

Work environment:

  • General office environment. Lighting and temperature are adequate, and there are no hazardous or unpleasant conditions caused by noise, dust, etc. Work is generally performed within an office environment, with standard office equipment available. However, duties will require occasional work in a casino environment, which is typically smoky with noise levels above a general office environment.
