MAJOR FUNCTIONS:

Responsible for the day-to-day clinical operations and coordination of services for an OASAS 822 certified and funded Chemical Dependence Outpatient Services program. She/he is responsible for developing and monitoring program systems, maintaining preparing reports/proposals as needed, strong relationships with referral sources, oversight of clinical services, preparing monthly reports, assisting with grant implementation, providing guidance to program clinicians and direct supervision of designated subordinate staff. She/he is responsible for maintaining OASAS regulatory compliance, meeting SAMHSA and other funder’s requirements, and assuring that programs operate in accordance with Odyssey House organizational standards.

 

SPECIFIC DUTIES & RESPONSIBILITIES:

1.Develop and monitor program systems, policies and procedures under the guidance and supervision of the Senior Manager.

2.Maintain good relations with and act as liaison to agency stakeholders.

3.Assure that all services rendered are compliant with Medicaid reimbursement standards.

4.Provide supervision to clinical staff to assure maintenance of adequate and up-to-date records on all clients.

5.Schedule and monitor clinical and operational support coverage for facility.

6.Assist Senior Manager with admissions procedures to ensure compliance with OASAS guidelines.

7.Monitor and review data submitted to HRA STARS and ensure timely submissions of subordinate staff.

8.Prepare any proposals and reports as needed, including input to the daily/monthly OASAS/ PAS reports.

9.Prepare monthly reports for the Senior Manager.

10.Oversee and assist with implementation of grant funded programming

11.Develop, implement and monitor clinical programming and service schedules that remain current with industry and regulatory standards.

12.Assure that all facility equipment is maintained; update equipment register annually and as needed.

13.Monitor and assure operational integrity of all clinical and grant programs.

14.Provide clinical services input into the annual work plan.

15.Assures that all clinical program staff members are adequately trained.

16.Provides direct supervision for designated staff as per Odyssey House policies. 

17.Prepare written annual evaluations on staff under his/her supervision.

18.Comply with all OASAS regulations and participate in the certification process.

19.Conduct regular clinical and administrative meetings with staff.

20.Provide ongoing training for program staff and participate in Odyssey House in-service trainings.

21.Participate in quality management activities including membership on the CQI team and assure that all services meet Utilization Review and Quality Assurance parameters in accordance with Odyssey House policies and applicable regulatory standards.

22.Other relevant duties as assigned by the Senior Manager.

 

REQUIREMENTS: EDUCATION/TRAINING AND EXPERIENCE KNOWLEDGE, SKILLS AND ABILITIES

1.Bachelor’s Degree preferred, and 3 years combined administrative and clinical experience working with target population.

2.Qualified Mental Health Professional (e.g. LCSW, LMSW, LMHC, CRC, Ph.D., MSN, CASAC-A etc.).

3.Ability to provide appropriate clinical supervision to chemical dependence and mental health professionals.

4.Proficiency with computer operation (Microsoft Word, Excel, Electronic Health Record and Outlook programs

5.Must be able to work a flexible schedule.
