About the Program

The Terminal Development and Improvement Program (TDIP) is LAWA's multi-billion-dollar initiative to modernize LAX passenger terminals ahead of the 2028 Olympic and Paralympic Games. TDIP projects span terminal renovation, systems modernization, and new construction across an active, operational airfield — one of the most complex delivery environments in the country.

Requirements

We are recruiting an experienced MEPF Project Manager to serve as the primary technical owner for mechanical, electrical, plumbing, fire protection, and building automation systems within an assigned TDIP project. Reporting to the Senior Project Manager, you will manage scope, schedule, and budget for complex MEPF systems in a live airport environment while coordinating across designers, contractors, operators, and LAWA stakeholders — from design coordination through commissioning, turnover, and closeout.


What You'll Own

  • Serve as primary technical liaison for all MEPF and specialty systems — BAS, HVAC, electrical power, life safety, and controls integration — ensuring alignment with operational requirements throughout design and construction.
  • Lead procurement and technical evaluation of MEPF consultants, contractors, and vendors.
  • Oversee installation, testing, startup, and commissioning for all MEPF and specialty systems through the full project lifecycle.
  • Develop and manage budgets, schedules, and resource plans; proactively manage risks associated with MEPF installation, startup, and operational impacts to existing facilities.
  • Coordinate system shutdowns, tie-ins, and phasing plans with airport operations and maintenance teams to minimize disruption to active terminal operations.
  • Review and respond to RFIs, submittals, and technical change proposals; evaluate contractor performance and approve pay applications.
  • Ensure compliance with mechanical and electrical codes, fire and life safety requirements, energy and sustainability standards, and LAWA operational protocols.
  • Conduct field investigations and infrastructure assessments; maintain documentation for design criteria, submittals, testing, and commissioning records.
  • Prepare technical progress and readiness reports including performance metrics and executive-level reporting indicators.
  • Manage closeout: as-built documentation, O&M manuals, training coordination, and warranty tracking.

Minimum Requirements

  • 10+ years of professional experience managing MEP systems design and construction on large-scale projects.
  • Bachelor's degree in Engineering, Architecture, Construction Management, or a related technical field; Master's degree preferred.
  • Demonstrated coordination of MEPF and controls systems including BAS, electrical power, HVAC, life safety, and controls integration.
  • Experience managing MEPF through the full project lifecycle — concept, design, construction, commissioning, and turnover.
  • In-depth knowledge of MEPF design standards, codes, commissioning protocols, and system performance requirements.
  • Proven ability to manage complex building systems within budget and schedule in active operational environments.
  • Experience across multiple delivery methods: Design-Bid-Build, CMAR, and Design-Build.
  • Exceptional written and verbal communication skills; ability to develop performance metrics and present to executive audiences.

Preferred Qualifications

  • Prior airport experience — LAWA, FAA-governed facilities, or comparable aviation infrastructure programs strongly preferred.
  • Proficiency with Bluebeam, Building Automation Systems, electrical power monitoring interfaces, fire alarm systems, and Revit/BIM coordination tools.
  • Microsoft Office Suite proficiency.
  • Professional licensure or certification: PE, PMP, LEED, AAAE, or equivalent.

Work Environment & Logistics

  • This is a full-time, on-site position at LAX. Remote work is not available.
  • Standard schedule: Monday–Friday, 40 hours per week. After-hours and weekend work may be required and is considered part of the salary.
  • LAWA provides a desktop workstation; consultant must provide a company laptop for off-site use. Personal cell phone required.
  • Transportation to and from the LAX worksite is the employee's responsibility.

The offered rate of compensation will be based on a variety of non-discriminatory factors, including education, qualifications, experience, and geographic location. The salary range for this position is $140,000–$150,000.
