Perform specialized work providing administrative and technical support in the review, management, and analysis of public records requests made of the Regional 911 Department; provides customer service, CAD (Computer Aided Dispatch) system research, audio file research, and redaction of sensitive or legally exempt information. An incumbent in this class is responsible for analyzing and evaluating 9-1-1 public records requests or inquiries in order to make technical judgments when providing appropriate information of such requests.

Responsibilities include and are not limited to adherence to the Health Insurance Portability and Accountability Act (HIPAA) Privacy Rule to comply with Federal protection for the privacy, FL Statute 365.171(12) confidentiality of emergency communications records, and 45 C.F.R s. 164.512 (f) Code of Federal Regulations for uses and disclosures. An incumbent in this class will respond to subpoenas for public records and may be required to make frequent court appearances. Emphasis is placed upon exhibiting extreme tact and courtesy in handling customers. The incumbent is expected to work independently and exercise initiative and judgement by applying available policies, instructions, and guidelines; however, priorities and direction are generally provided by more senior staff for highly sensitive or unusual cases, situations or requests. The position reports to a manager or supervisor. 

This 911 Records Technician position is located at:  10750 Ulmerton Road, Largo, FL 33778

Work Schedule:  Monday - Friday, 8 a.m. - 5 p.m.  Potential for 2 days per week remote after 1 year.

*Must be able to pass and maintain a CJIS Level 2 Background Check**

What Do You Need

Experience:  2+ years of experience in clerical and administrative support work that includes one (1) year of customer service in a related field.

Certification:  Must be at least 18 years of age and successfully obtain and maintain a Florida Department of Law Enforcement (FDLE) Criminal Justice Information Services (CJIS) Level 3 – CJIS Security & Awareness Certification within six (6) months of appointment.

  • 2+ years’ experience in clerical and administrative support work that includes 1 year customer service in a related field.

  • Associate’s or higher-level degree and some experience as described above.

  • An equivalent combination of training and experience.

What Will You Do

  • Organize and implement internal 9-1-1 records management functions and controls. 
  • Receive and respond to frequent contacts from the general public, attorneys, media, law enforcement, fire agencies, and officials. 
  • Contact via in-person, phone, email, and electronic communication systems. 
  • Respond to subpoenas for records. 
  • Authenticate records provided via certified letters, court ordered depositions, and a back up to the Records Technician 2, as the responding liaison for a court ordered expert witness in court.  
  • Review and redact confidential and legally exempt information from audio, electronic, and paper 9-1-1 records, in compliance with Federal and State of Florida laws, rules, and regulations.  
  • Ensure adherence to privacy, confidentiality, and records retention policies. 
  • Work closely with Supervisor, Manager, Directors, and County Attorney.
  • Perform other related job duties as assigned.   

Knowledge, Skills, and Abilities

  • Knowledge of FL Statute 365.171 pertaining to 9-1-1 caller confidential information.
  • Knowledge of FL Statute 401.30 pertaining to medical privacy.
  • Knowledge of FL Statute 119 pertaining to public records.
  • Knowledge of Federal Statutes covering the HIPAA Privacy Rule.
  • Knowledge of public safety software
  • Knowledge of automated office equipment, practices and procedures.
  • Knowledge of legal terminology, grammar, spelling and math.
  • Knowledge of recordkeeping practices and procedures.
  • Skilled in the application of quality customer service.
  • Skilled in the operation of automated office equipment.
  • Ability to apply computer applications and software.
  • Ability to make and apply decisions in accordance with laws, regulations and procedures.
  • Ability to provide information correctly and concisely, both orally and in writing.
  • Ability to type with reasonable speed and accuracy.
