SUMMARY
The Workday and Application Security Administrator is responsible for managing security across the Workday ecosystem, including a diverse portfolio of third-party HR, Financial, Procurement, and Budget applications. This role ensures secure, compliant access by configuring roles, security groups, and permissions, and by maintaining domain and business-process security policies. Key responsibilities include user access management, security audits, issue resolution, and integration support. The administrator also documents security processes and stays current with system updates and best practices to maintain a strong security posture, identify cross-functional impacts, and mitigate risk to the City’s applications under their purview.
Essential Duties & Responsibilities
Access Management:
Manages Workday user-based and role-based security policies and permissions to ensure appropriate access based on job responsibilities and tenant access
Configures and manages domain and business process security policies and workflows, ensuring alignment with organizational processes.
Supports the setup of integration security for ISSGs (Integration System Security Groups) and ISUs (Integration System Users) to ensure Integrations run without dependency on named users for sustainability.
Applies critical thought and deep knowledge of Workday security architecture, including domain and business process security, to all responsibilities.
Understands and applies compliance standards and audit requirements related to system access and data security.
Troubleshoot access issues and resolve security-related incidents promptly, with a keen eye for downstream and/or cross-functional impacts.
Understands event-driven role updates and workflow-based security implementations.
Analyzes and interprets security requirements and translates them into system configurations.
Applies consistent attention to detail for accurate role assignments and audit documentation.
Effectively collaborates across teams to support internal and external stakeholders within I&T and across key functional areas of HR, Finance, Procurement, and Budget, aligning security with business processes.
Conducts regular tenant management activities, including maintenance windows, tenant refresh planning and execution, data scrambling, authentication and proxy policy management, and other activities in support of secure deployments and change control procedures across the ecosystem
Application Support, Maintenance, and Enhancement:
Troubleshoots and resolves security-related issues for users in a timely manner.
Documents security incidents, resolutions, and lessons learned to improve future processes and response strategies.
Assists functional teams in implementing organizational enhancements while ensuring Workday security configurations remain accurate and compliant.
Applies deep understanding of Workday system architecture and how security configurations interact with organizational changes.
Thoroughly documents standards and applies familiarity with incident response protocols.
Applies keen troubleshooting and diagnostic skills for resolving access and configuration issues.
Effectively communicates with end users to educate on security features and best practices.
Analyzes and documents incidents for continuous improvement.
Effectively prioritizes incoming requests across multiple platforms to manage updates, track issues, and maintain compliance.
Coordinates and validates system updates while maintaining security integrity.
Conducts routine security audits across all applications in the portfolio to ensure compliance, assess risks, and identify opportunities for continuous improvement.
Regularly documents and maintains documentation related to processes, maintains audit trails, and ensures ongoing compliance.
Customer Service & Stakeholder Engagement:
Facilitates regular Security Liaison Meetings, provides regular training on security best practices and Workday security features to end users and stakeholders, and regularly gathers feedback from users and stakeholders on system access, usability, and security workflows.
Collaborates cross-functionally across I&T and the organization to support the secure implementation of security changes.
Understands roles, responsibilities, and workflows of HR, Finance, Procurement, Budget, and IT departments.
Responds to user requests and incidents related to access issues, permissions, and security configurations in a timely and professional manner.
Familiarity with organizational change management and how cross-functional collaboration supports system security and compliance.
Applies strong interpersonal and communication skills to convey technical information to non-technical stakeholders clearly.
Partners effectively with other teams (Integration, Reporting) to provide effective and efficient security solutions and to align security configurations with business goals.
Documents stakeholder feedback and recurring issues to inform process improvements and enhance service delivery.
Supports change management efforts by communicating the impact of security changes and system updates to affected users.
Documents and shares knowledge effectively to support transparency and alignment.
Collaborates with stakeholders to pilot new tools, features, or configurations that address evolving business needs and improve service delivery.
Third-Party Application Administration:
Configures and manages user roles, permissions, and access policies across integrated third-party systems.
Troubleshoot access issues, handle user provisioning/deprovisioning, and maintain detailed audit trails.
Translates business requirements into secure, compliant access configurations across multiple platforms.
Collaborates effectively with HR, Finance, IT, and Compliance teams to ensure consistent security practices.
Maintains accurate and current role assignments and documents standard operating procedures with strong attention to detail.
Conducts periodic access reviews and audits to identify risks and ensure regulatory compliance.
Innovation & Improvement:
Stays on top of and applies current and emerging best practices, tools, and technologies (e.g., AI, automation, analytics) across Workday modules, security frameworks, and system integration to improve system performance and user satisfaction.
Commitment to continuous professional development through certifications, training, and industry engagement.
Understands user experience (UX) principles and how they apply to enterprise systems like Workday.
Engages fully in Agile cadences and activities and applies Agile continuous improvement methodologies in system and process enhancements.
Support Scrum Sprints, release management, and enhancements to help maximize the capabilities of systems by researching new functionality to support operational excellence.
Ensures security set up for new features and functionality, and troubleshoots the implementation process as it relates to security.
Participates in communicating system changes and enhancements to the user community.
Proactively recommends and implements enhancements to improve the user experience, streamline access management, and reduce manual effort.
Leverages Workday updates and new features to introduce improvements that align with business goals and enhance security and compliance.
Supervisory Responsibilities
This position does not have direct management responsibilities but works collaboratively within the Technical Workday Support Team and with other departments. This position may oversee work quality, training, instruction, and assignments, and guide colleagues.
Required Qualifications
Education & Experience:
Bachelor’s degree from an accredited college or university in Information Technology, Computer Science, or a related field.
Three (3) plus years of experience in applications/systems administration, including specific expertise with Workday Financials, HCM, and Payroll.
Any equivalent combination of training, education, and experience that provides the required skills, knowledge, and abilities.
Preferred:
Workday certification in WD Security Administration or Cross Application Certification strongly desired.
Two (2) or more years of Workday Security experience.
Experience with application security and access management, auditing, and optimization techniques.
Familiarity with Workday tools such as OX2.0.
Skills & Knowledge:
Advanced understanding of Workday application security model, configuration, and customization capabilities.
Knowledge of auditing tools, methods, and best practices for monitoring system access and compliance.
Proficiency in documenting standard operating procedures.
Strong problem-solving skills with the ability to troubleshoot technical issues effectively.
Excellent communication skills, with a focus on collaboration and information sharing.
Experience with JIRA and Agile Project Management Framework
Work Environment & Physical Demands
Primarily office-based with hybrid work flexibility.
Requires extended periods of computer use and occasional lifting of items up to 10 pounds.

CONDITIONS OF EMPLOYMENT
The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
