The Design/Technical Director will lead the design strategy, coordination, resource planning, risk assessment, and deliverables management for the design portion of the project bid submissions. This role will integrate design disciplines (roadways, structures, traffic operations, environmental, geotechnical, drainage, utilities, etc.), interface with the contractor/developer team, ensure alignment of design scope, schedule and cost, and deliver a compelling design package that strengthens the bid. The candidate will also oversee design management during the bid phase to support alternative delivery (design-build/PPP) models, and ensure full readiness of the design team for transition to detailed design upon award.

Job Description

  • Define and implement the design delivery strategy for the bid: scope, sequence, design units, interfaces, BIM/3D modelling, constructability considerations.

  • Develop and manage a resource-loaded design schedule, aligned with contractor schedule, procurement of subconsultants, agency milestones, and bid submission deadlines.

  • Lead design team (internal and external consultants) in preparation of bid-phase deliverables: drawings, specifications, reports, design memos, risk/mitigation workshops, value engineering inputs.

  • Coordinate multi-discipline design efforts: roadway geometry, bridges/flyovers, collector-distributor lanes, traffic operations, drainage/CSM, geotechnical, utilities, environmental mitigation, structural design.

  • Work closely with commercial, cost estimating, procurement, schedule, risk, and construction teams to integrate design scope into the overall bid.

  • Oversee preparation of design fees/estimates, development of exclusions/clarifications, and ensure design risk is properly captured in the bid submission.

  • Establish and maintain design management processes: design work plan, BIM Execution Plan, design QA/QC checklist, organigram of design team, design‐deliverables map.

  • Chair or facilitate a Risk & Opportunity Workshop to identify major design risks, potential innovations (Alternative Technical Concepts), opportunities to optimize cost or schedule, and ensure these are reflected in the bid.

  • Liaise with transportation agency and any third-party stakeholders (utilities, local governments, public outreach) on design issues, ensure agency standards/requirements are embedded in the design.

  • Provide guidance and oversight of constructability reviews, interface with contractor means & methods, review of critical design assumptions and coordination with construction schedule.

  • Maintain a database/lessons-learned library from previous bids, track KPIs related to design bid success and transition to execution.

  • Lead design team pivot from bid to execution (if awarded) ensuring design mobilization is seamless.

Required Skills and Competencies

  • Bachelor’s degree in Civil Engineering, Structural Engineering, Transportation Engineering or similar (Master’s preferred)

  • Licensed Professional Engineer (PE) in Georgia (or ability to obtain)

  • Minimum 10+ years of progressive experience in transportation infrastructure design and design-build projects (especially major highways/interchanges)

  • Proven experience leading design‐bid efforts for large scale programs (e.g., >$1 billion roadway/bridge projects) under alternative delivery methods (e.g., design-build/DBF).

  • Strong knowledge of highways/interchange design, bridges/flyovers, traffic operations, drainage/CSM, geotechnical considerations, utilities, and design standards.

  • Demonstrated ability to integrate design scope with commercial, schedule and risk inputs in a bid context.

  • Excellent leadership, communication, coordination and stakeholder management skills, including working with transportation agencies, contractors, design consultants, and public entities.
