DCD is seeking a PERMIT COORDINATOR to join our team.  Candidates should be problem-solving, analytical, and technologically savvy professionals who are focused on excellent customer service, attention to highly detailed data, and who enjoy working in a fast-paced team environment.

Summary of position:

This position functions as the Permit Coordinator who is responsible for overseeing the daily operations in Permit Services in accordance with established procedures. The Permit Coordinator leads the full permit submittal and processing cycle, directing Permit Technicians to deliver exceptional customer service, equip customers for successful submittals, and drive projects of any size to completion. They coordinate and meet with customers, including citizens, developers, architects, engineers, contractors, and local officials about the permitting process and to resolve complex issues or concerns.

Position Duties

REQUIRED EDUCATION AND EXPERIENCE:

  • Bachelor’s Degree in a closely related field from a college or university accredited by an agency recognized by the US Department of Education, AND
  • Two years related experience using Microsoft Office Suite and providing customer service to the public related to assisting with interpretation and application of regulations; OR
  • An equivalent combination of education and experience which provides knowledge, skills and abilities sufficient to successfully perform the essential duties of the job. Equivalent education may be substituted for up to 1 year of the required experience.

PREFERRED EDUCATION, EXPERIENCE, OR QUALIFICATIONS:

  • One year experience as a lead worker or supervisor.
  • Experience using a permit management or permit tracking software system.  
  • One year experience using Microsoft SharePoint.
  • One year of experience reviewing or processing permit submittals with a City or County jurisdiction.
  • Completed Lean Six Sigma Greenbelt Training or other process improvement activities.
  • ICC Permit Technician Certification.
Required Licenses, Certificates, Examinations/Tests and Other Requirements

Please note: The incumbent is responsible for obtaining and maintaining all of the following required licenses, certifications and other requirements.  
 
Prior to employment, the successful candidate must:
  • Submit official transcripts from an accredited college or university or business school, if education is being used to meet the minimum qualifications.
  • Pass all job-related examinations/tests necessary to demonstrate required knowledge, skills and abilities, as determined by the hiring authority at time of job posting.
Within one year of appointment, the candidate must: 
  • Obtain a certification as a Permit Technician issued by International Code Council (ICC) or other equivalent certification issued by a recognized agency. 

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT

  • The duties in this position are performed in an office setting, and may be required to lift at least 20 pounds.

Minimum Qualifications

In this role you will have the opportunity to: 

  • Oversees the daily functions and operations of the DCD's Permit Services team and is the primary resource for the Permit Technicians for training, questions, escalations, and other operational needs.
  • Ensure proper tracking and coordination of permits for large or difficult projects.
  • Ensure quality output of permit applications from the Permit Center to review staff by leading the team in comprehensive intake process that includes coordinating with customers and staff to update submittal documents.
  • Lead quality assurance efforts for the Permit Services team and lead weekly team meetings.  
  • Formulate, recommend, and implement policies and procedures relating to department operational and permitting process.
  • Writing, verifying, and publishing procedures that support ongoing process improvements.  
  • Facilitate and lead process improvement events for the department, including researching and documenting process statistics and other data to analyze processes targeted for improvement.
  • Assist the Permit Services team in continuous improvement efforts.
  • Support the Department in consistent and effective use of the permitting database (SMARTGov) by serving as the division SMARTGov super user; including training and overseeing departmental personnel in the permit application and tracking process, including standardization of processes and procedure related to the use of SMARTGov.
  • Provide training for permit center and administrative staff members to ensure a depth of service to the customer and consistent processes.
  • Act as mentor and subject matter expert for all Permit Services processes, including on-boarding new staff.
  • Coordination and facilitation of pre-permit intake meetings to determine the scope of projects and use independent judgment and knowledge to direct customers to the correct permit type and process for their specific project; including responding to customer inquires and escalated issues.  
  • Research complex permitting issues for county staff and customers such as approving Title Elimination requests, locating and interpreting details on old permit applications for current review or submittals, researching other permitting issues, etc.

  • This position is not eligible for overtime under the Fair Labor Standards Act (FLSA).
  • This position is covered under a collective bargaining agreement with AFSCME 1308 UNION and the Kitsap County Personnel Manual.  Membership in the (union/guild) is optional.
