About the Department

This is technical work in both the field of construction inspection and in an office environment. Work is performed under the general supervision of the responsible Professional Engineer (Utilities Director, Engineering Manager or otherwise) or Assistant Utilities Director; and employees are required to exercise some initiative and independent judgment in using information identified as applicable for preparing documents related to construction, permitting, regulatory compliance, and utilities programs.  

Position Duties

  • Analyze technical data (maps, reports, test, drawings and other)
  • Collects, assembles, and processes data and information needed for preparing drawings and reports.
  • Prepares and maintains project documents pertaining to design and construction of projects assigned.  
  • Prepares construction/scale drawings and as-built drawings. 
  • Reviews project documentation for compliance in accordance with the approved plans and specifications.
  • Prepares construction permit applications for the applicable state, county, city, and regulatory agencies.  
  • Reviews plans and specifications of projects prior to construction and attends pre-construction meetings.  
  • Conducts site investigations/observations and witnesses tests throughout design and construction of projects
  • Assists with the preparation of technical reports on various projects and assignments.
  • Assists in the preparation of grant applications.
  • Assists with the preparation of regulatory compliance submittals.
  • Collects utilities data for feasibility studies, benchmarking and program tracking. 
  • Assists with utility master planning of the treatment, collection, and distribution systems.
  • Performs related duties as directed when such duties are logical/appropriate assignment to position.

Minimum Qualifications

In process and working towards a Bachelor’s Degree in the fields of Mathematics, Science, or Engineering.  
Possession and maintenance of a valid Florida driver’s license is required. 

Other Qualifications

Proficient in Microsoft Office suite
Knowledge of water, sewer, and reclaimed water treatment and distribution systems.   
Knowledge of safety practices and procedures as applied to the delivery of water, reclaimed water, and sanitary sewer services.
Knowledge of plan development, specifications, construction codes, drafting and drawing techniques, symbols, terminology, and accepted standards used in preparing engineering drawings.  
Knowledge of mathematics through trigonometry and plane geometry; and how to make mathematical computations using standardized tables and formulas.  
Knowledge of city, county, and state environmental regulatory standards and ordinances.  
Ability to read and interpret engineering plans and specifications.
Ability to work from oral and written instructions, and to communicate clearly and concisely both orally and in writing.  
Ability to establish and maintain effective working relationships with departmental personnel, management, contractors, consultants and the general public.
Ability to assist in the preparation of budgets and technical reports.
