JOB SUMMARY

Under the direction of the Vice President — Engineering, the Development Services Manager oversees the Development Services Group and is responsible for the review, approval, and management of developer-funded water main and infrastructure projects. This position involves strategic planning, coordination, and execution of developer projects and developer provided infrastructure.  This is an exempt position that manages the Development Coordinators.

JOB DUTIES AND ESSENTIAL FUNCTIONS

Responsible for a variety of tasks and duties, which may include, but would not be limited to, the following:

  • Lead the preparation, negotiation, implementation, and monitoring of comprehensive development/redevelopment agreements throughout the company's service area.
  • Responsible for managing, overseeing, and coordinating water main infrastructure projects with developers' engineers; company engineers, Division Managers and supervisors and perform other duties as assigned.
  • Responsible for managing, overseeing, and coordinating all utility relocation projects with utilities, municipalities, developers, and any right-of-way agency.
  • Responsible for implementing the company's water master plans and system wide planned water infrastructure through Developer projects and agreements.
  • Represent the company in interactions with customers, outside agencies, executives, staff, builders/developers, contractors, architects, and engineers to ensure the company's requirements are communicated and its interests protected.
  • Responsible for community involvement and engagement by participating in events and other communications that include developers and local municipalities.
  • Act as a liaison to outside agencies, business and community representatives and other organizations to address matters related to the construction of developer-funded improvements.
  • Collaborate with city Economic Development Departments on potential growth opportunities and present initial determinations of water needs.
  • Work closely with company engineers on forecasting potential growth opportunities and making decisions on water infrastructure expansions to align with the company's Master Plans.
  • Manage and direct activities of the Development Services team including assigning and monitoring work activities, providing technical assistance and direction of staff, reviewing reports and other documents, preparing performance reviews, and resolving internal concerns.
  • Responsible for coordinating with the Accounting Department to complete Final Accounting of completed projects.
  • Participate in the company's long-range planning efforts related to development services.
  • Manage the organization, engineering review and approval process of all outside consultants' designs of waterline infrastructure to ensure quality control and compliance with company specifications, details, and design requirements.
  • Determine the need for rights-of-way, plats, permits, easements, quit claim deeds and property transfers.
  • Ensure all required permits, funding and approvals are obtained prior to the start of construction.
  • Prepare developer-funded work authorizations and collect funds from developers.
  • Respond to developer questions and inquiries.

Qualifications


SKILLS. KNOWLEDGE. AND PHYSICAL REOUIREMENTS

  • Proficient in operating a personal computer and using Microsoft Office Suite and MicroStation.
  • Ability to work cooperatively with others and develop written correspondence efficiently.
  • Excellent organizational skills and effective communication with the public in a professional manner.
  • Knowledge of engineering design standards and principles as well as City, County and State of Arizona potable water design requirements.
  • Ability to represent the company effectively with customers, government agencies, developers, and contractors.
  • Ability to perform repetitive physical activities, including walking, sitting, standing, bending, stooping, reaching, keyboarding, and lifting up to 50 lbs.
  • Ability to make site visits when necessary.
  • Valid Arizona driver's license with an acceptable driving record.
  • Arizona Department of Environmental Quality Grade 2 water distribution certification within the first 12 months of employment.

 

EDUCATION TRAINING AND EXPERIENCE

  • Must have either a bachelor's degree or master's degree in planning, public administration, engineering, or five years of relevant experience with waterline infrastructure with a public or private utility company, or an acceptable combination of the two.
