FSS Program Manager 

 

About the Role: Lead Strategy and Program Management

We are seeking an experienced and data-driven Program Manager to assume responsibility for the comprehensive management of administrative and programmatic functions within the assigned division or program(s). This leadership position is critical for driving program strategy, ensuring compliance with quality and accreditation standards, and supervising the Direct Care Team.

The ideal candidate is a self-starter with a passion for data-driven program success and the ability to inspire and engage staff.

 

Key Responsibilities:

  • Program Oversight & Compliance: Monitor program implementation and adherence to the program contract, budget, quality, and Council on Accreditation standards.
  • Team Leadership: Directly supervise the Valor Place Direct Care Team. Conduct meetings to review problem areas, develop solutions, and review case records with subordinate staff to ensure quality.
  • Strategic & Financial Management: Work with the Director to develop program strategies, project plans, evaluate outcomes, and develop training.
  • Data Analysis & Reporting: Track and monitor program goals and expenses, determine and utilize analytical techniques to assess effectiveness and efficiency of operations, and analyze data pertaining to special projects.
  • Staff Development: Plan, develop, and conduct ongoing training for staff.
  • Policy & Procedure: Enforce agency policies and procedures, and may develop new procedures to support the agency's Mission, Vision, and Values.

 

Qualifications

Education and Experience

  • Education: Bachelor's Degree required in a Human Service Field (such as social work, counseling, criminal justice, psychology, sociology, etc.), Nonprofit Management, Business Administration, or a similar degree.
  • Specialized Experience (Required):
    • Three (3) years of experience in Child Welfare Management across Adoption, Foster Care, Foster Home Licensing, and Family Preservation.
    • One (1) year of specialized experience which includes analyzing program plans, formulating plans for implementation and budgeting, financial management of available resources, and monitoring planned versus actual expenditures.

Skills and Requirements

  • A passion for data-driven program success.
  • Strong organizational skills and the ability to prioritize and manage multiple tasks.
  • Excellent interpersonal skills as well as strong, written and, verbal communication skills.
  • Demonstrated proficiency in Microsoft Office, email marketing, case management or Electronic medical record systems, and utilizing various cloud-based tools.
  • Experience in the MDHHS MiSACWIS System.
  • Transportation: In-state travel to various program sites is occasionally required. Must have a valid, unrestricted Michigan driver’s License, a good driving record, and proof of vehicle insurance.
  • Clearances: Satisfactory completion of all required background screenings and clearances (including DHS Central Registry Clearance, ICHAT, Sex Offender Registry check, State Police Record Check, negative TB Test, and satisfactory physical exam).
