About the Department

The Prince George’s County Planning Department of The Maryland-National Capital Park and Planning Commission is seeking a Planner III to join our Transportation planning team. This position performs professional level planning and project management work involving varying levels of responsibility, complexity, and diversity. Work assignments include transportation planning for community master plans; travel demand modeling; review of Mandatory Referral applications, Clearinghouse requests, consultant management, support of regional projects, support of grant applications, and other duties as assigned. Assignments may be performed as part of a work team/group or independently and are crafted to support the work plan for the division/section. Performs other related duties as assigned. 

The Prince George’s County Planning Department provides land use planning for the physical development of Prince George’s County, Maryland, and the Division is responsible for developing and implementing community plans, neighborhood revitalization programs, and assisting with implementation programs.

As the second most populous county in Maryland, Prince George’s has a population of approximately 900,000 residents with 15 Metro Rail Stations and is home to the University of Maryland at College Park, National Harbor, NASA Goddard Space Flight Center, and a world class parks and recreation system. Prince George’s County has 27 municipalities, from rural to urban communities, with a land area of approximately 500 square miles. Position Duties

  1. Lead or participate as a resource team member for planning projects including master plans updates, connectivity studies, pedestrian and bicycle studies, placemaking projects, community revitalization projects, or other long-range projects.
  2. Leads, or serves as a team member of countywide transportation projects, including the Countywide Master Plan of Transportation.
  3. Review and assess all transportation related recommendations and facilities for the department that are initiated in plans and studies.
  4. Provides review and feedback for regionally significant transportation projects such as the Southern Maryland Rapid Transit study, Baltimore-Washington Southside Express Lanes, Medical Center Drive, and other county and state developed transportation plans.
  5. Coordinate with staff on the use of the travel demand forecast modeling project as it relates to area and countywide master plans.
  6. Coordinates with federal, state, and local transportation, transit, planning, parks and recreation, and revenue agencies. Participates on committees and other working groups to advance County goals, plans, and projects.
  7. Collaborates with transportation planning staff and other department staff to advance progressive transportation recommendations and policies to achieve equitable and sustainable transportation goals.
  8. Serves as a transportation policy and facility specialist for Planning Board Commissioners and elected officials. Responds to transportation information requests from elected and appointed officials, state and local agencies, and the public.
  9. Facilitate public meetings as related to county planning projects or attend public meetings as a source of transportation expertise. Explains technical transportation planning issues to the public. Prepares visual and written materials for presentations.
  10. Presents and defends planning reports, plans and recommendations to a variety of individuals and groups including appointed and elected officials. 

Employee Characteristics 

  1. Experience developing transportation plans, reviewing and commenting on transportation recommendations for master plans, community studies, and advancing multimodal transportation policy in planning documents.
  2. Knowledge of county geography and sophisticated principles and concepts of land use and transportation planning.
  3. Ability to review and understand technical and analytical reports, plans, and correspondence, including transportation studies, environmental impact statements, and site plans.
  4. Ability to constructively communicate technical issues and reports to a non-technical audience through presentations, written correspondence, etc.
  5. Can discuss and present planning topics to appointed and elected officials, members of the public, and advocacy and stakeholder organizations.
  6. Can work cooperatively in a team environment.
  7. Is organized, detail oriented and accurate, and can effectively prioritize their own work in the context of department practices and established time frames.
  8. Can work remotely and is familiar with cloud computing and virtual meeting and collaboration software.

Minimum Qualifications

  1. Bachelor’s Degree in Planning, Geography, Architecture, Parks and Recreation, Transportation, Urban Design, Engineering, Environmental Science, Public Policy, Economics or any related field. 
  2. Four (4) years of progressively responsible professional level planning experience related to specific area of assignment such as transportation planning, environmental planning or urban planning.
  3. An equivalent combination of education and experience may be substituted, which together total eight (8) years.
  4. Valid driver’s license (depending on area of assignment) in accordance with both State and Commission rules and regulations.  Driver’s license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee’s ability to drive Commission vehicles or perform driving duties required by the position of assignment.

Working Conditions:
Works in an office. Field work may be required depending on job assignment. Required to attend and/or facilitate public meetings with members of the community in the evening or on weekends.

The M-NCPPC offers a competitive salary range of $74,442 - $134,271 (salary is commensurate with education and experience) at the Planner III level with excellent benefits including generous leave, extensive health coverage, deferred compensation plan, and employee pension plan.
 
The Prince George’s County Planning Department is conveniently located in Largo, Maryland near Metro and I-495.
