Starting Pay: In this job profile, we offer candidates new to OJD up to the fourth step of the salary range, depending on experience.

Who We Are

The Enterprise Technology Services Division (ETSD), part of the Office of the State Court Administrator (OSCA) within OJD, is hiring a Power Platform Administrator & Developer (Information Technology Developer) to join our team in Salem, Oregon.

ETSD provides business solutions, system support, technology vendor management, and information security for OJD. Position Highlights

In this role, you will lead the implementation and ongoing administration of a new enterprise-level Microsoft Power Platform tenant. You will play a key role in establishing a secure, scalable, and well-governed environment for Power Apps, Power Automate, Power BI, and Dataverse. The ideal candidate will bring deep technical expertise in Power Platform administration, governance, and security, along with a proven ability to collaborate with cross-functional teams to support platform adoption and solution development across the organization.

In addition to administrative responsibilities, you will design, develop, implement, monitor, and maintain business solutions using Microsoft Power Platform tools. This includes working closely with stakeholders to gather requirements and translate them into scalable, effective applications and workflows that meet organizational needs.

This role also includes responsibility for the configuration, management, and Tier 2 support of the organization’s SharePoint environments, ensuring alignment with enterprise standards and user requirements.

Assigned tasks may be changed to accommodate workload and organizational needs.

Minimum Qualifications

The qualified candidate must have a bachelor’s degree in computer science, information technology, or a related field.

AND

Four (4) years of technical experience in the duties and infrastructure support required for the position.

OR

Any combination of education and experience equivalent to eight (8) years of experience that typically supports the knowledge, skills, and abilities for the position.
 

Special Qualifications

Possession of a current driver’s license in good standing, an acceptable driving record, and the ability to obtain or maintain a driver’s license in Oregon to operate an Oregon Department of Administrative Services-owned motor pool vehicle for when work travel is required.

Requested Skills and Attributes

  • Power Platform Administration

    • Experience with leading the setup and configuration of a new enterprise Power Platform tenant, including environment strategy, DLP policies, and security roles.

    • Experience establishing governance frameworks, naming conventions, and lifecycle management policies.

    • Skill in administering and monitoring Power Platform environments, connectors, and capacity usage.

    • Skill in collaborating with IT security and compliance teams to ensure adherence to organizational policies and regulatory requirements.

    • Experience providing technical support and guidance to Power Platform developers.

    • Skill in managing licensing, user access, and integration with Azure Active Directory.

    • Experience developing and maintaining documentation, including architecture diagrams, SOPs, and user guides.

    • Experience staying current with Microsoft roadmap updates and recommend improvements or changes to the platform strategy.

  • Power Platform Development

    • Three or more years of experience designing, developing, implementing, and monitoring solutions using Power Platform, particularly PowerApps, Power Automate, and Power BI is preferred.

    • Experience with REST APIs, JSON, XML, and integrating external services.

    • Advanced knowledge of Dataverse, SharePoint Online, SQL Server, and other common data sources.

    • Experience integrating Power Platform solutions with Microsoft 365 services (e.g., SharePoint, Teams, OneDrive) and third-party applications.

    • Skill in conducting peer reviews of teammate solutions and providing constructive feedback to ensure adherence to team-defined standards and best practices.

    • Skill to test, troubleshoot, and optimize both new and existing solutions to meet performance, security standards, and industry best practices.

    • Knowledge of UI/UX best practices to create user-friendly, intuitive solutions.

    • Considerable knowledge of how to innovate and enhance current solutions and processes to improve usability and productivity.

  • SharePoint Online Management

    • Experience with configuring and managing SharePoint environments.

    • Skill with managing user accounts, permissions, and security settings.

    • Ability to conduct diagnostics and troubleshooting.

  • Documentation & Support

    • Skill presenting information clearly and logically, both orally and in writing.

    • Experience communicating technical issues to users with various levels of IT knowledge.

    • Knowledge of how to train and provide support to end-users effectively.

    • Experience creating and maintaining detailed documentation for developed solutions, including design specifications, user guides, and technical documentation.

Working Conditions

  • This is a full-time position, and the work schedule is currently 8:00 a.m. to 5:00 p.m., Monday through Friday, with occasional work outside these times. This position is FLSA-exempt and ineligible for overtime compensation for hours worked in excess of 40 per workweek.

  • Occasional travel, including possible overnight stays, to court locations throughout the state.

  • Hybrid work may be available for this position. All hybrid work assignments begin, end, or change only with administrative authority approval. This position requires onsite availability as directed.

  • This position plans, organizes, and prioritizes daily work demands in a limited time frame.
