About the Department
Under general direction, to supervise a large group of appraisers and coordinate all real property appraisals within a specific district for tax assessment purposes, and to personally perform selected complex industrial appraisals.
Position Duties
- Coordinates and equalizes all property appraisals within an assigned district and with other districts;
- Delegates section's workload to senior and staff appraisers;
- Personally performs most difficult and complex high value appraisals;
- Develops controls for the accomplishment of short and long range programs;
- Provides technical assistance and advice to field appraisers on complex and unusual appraisal problems;
- Trains and supervises other appraisers;
- Confers with property owners to discuss assessments, valuation problems, and complaints; directs preparation of assessment appeals cases;
- Consults with taxpayers associations, real estate groups, governmental agencies, and others as a representative of the Assessor;
- Performs related work as required.
Minimum Qualifications
Permanent certification by the California State Board of Equalization as an appraiser for property tax purposes; and one year of experience equivalent to the level of a Senior Appraiser.
Possession of a valid California driver's license.
Knowledge of:
- Economics, business administration, and revenue laws pertaining to the office of Assessor;
- Building materials, equipment, fixtures, workmanship, and general construction quality as applied to all classes of buildings;
- Laws and court decisions affecting the appraisal of land and buildings.
- Instruct and supervise subordinates in proper appraisal techniques and practices;
- Prepare and present written and oral reports.
