About the Department

Under general direction, to supervise a large group of appraisers and coordinate all real property appraisals within a specific district for tax assessment purposes, and to personally perform selected complex industrial appraisals.

Position Duties

• Coordinates and equalizes all property appraisals within an assigned district and with other districts;
   
• Delegates section's workload to senior and staff appraisers;
   
• Personally performs most difficult and complex high value appraisals;
   
• Develops controls for the accomplishment of short and long range programs;
   
• Provides technical assistance and advice to field appraisers on complex and unusual appraisal problems;
   
• Trains and supervises other appraisers;
   
• Confers with property owners to discuss assessments, valuation problems, and complaints; directs preparation of assessment appeals cases;
   
• Consults with taxpayers associations, real estate groups, governmental agencies, and others as a representative of the Assessor;
   
• Performs related work as required.

Minimum Qualifications

Permanent certification by the California State Board of Equalization as an appraiser for property tax purposes; and one year of experience equivalent to the level of a Senior Appraiser.

Possession of a valid California driver's license.

Knowledge of:

• Economics, business administration, and revenue laws pertaining to the office of Assessor;
   
• Building materials, equipment, fixtures, workmanship, and general construction quality as applied to all classes of buildings;
   
• Laws and court decisions affecting the appraisal of land and buildings.

• Instruct and supervise subordinates in proper appraisal techniques and practices;
   
• Prepare and present written and oral reports.
