Position Summary
The Director of Human Resources serves as a strategic and operational leader, supporting the Chief Human Resources Officer (CHRO) in advancing the vision and goals of Dinwiddie County Public Schools. The Director supports initiatives in talent acquisition, employee relations, compliance, policy implementation, staff development, and departmental effectiveness. This position provides collaboration, leadership, guidance, and oversight in HR, ensuring that practices are equitable, compliant with legal requirements, and aligned with the division’s mission to retain, attract, and develop a high-quality workforce.

Essential Duties & Responsibilities
Strategic HR Leadership
- Serve as a key advisor to the CHRO in workforce planning, staffing projections, and HR initiatives.
- Translate school division goals into HR operational strategies that support the effectiveness of instructional and support personnel.
- Ensure division-wide compliance with federal, state, and local employment regulations.
- Implement initiatives that reflect and advance the vision of the comprehensive plan.
- Models and maintains a positive, inclusive, and equitable workplace culture.
- Represent HR on cross-departmental teams, at job fairs, and in community engagement initiatives.
- Serve as designee of the CHRO and assume leadership responsibilities when appropriate.
Recruitment, Selection & Onboarding
- Collaborate with staff in the execution of daily hiring operations. Strengthen recruitment and hiring strategies to retain and attract top talent.
- Support inclusive, equity-centered recruiting practices that expand and diversify applicant pipelines.
- Provide leadership, insight and guidance regarding the candidate experience to better enhance onboarding and transition.
- Provide insights on compensation strategies and market competitiveness, while balancing fiscal responsibility and alignment with established frameworks.
Employee Relations & Compliance
- Manage sensitive employee relations issues, including investigations, reasonable accommodation requests, and policy violations, to ensure a positive work environment.
- Monitor disciplinary actions for fairness, consistency, and legal defensibility.
- Assist with advising building administrators and supervisors on performance management, misconduct, and documentation practices.
- Support grievance procedures and contribute to conflict resolution and early intervention strategies.
Licensure, Certifications and Record Keeping
- Approve licensure, certifications and renewals. Serves as a backup to processing.
- Communicate with the Virginia Department of Education and other agencies as needed.
Professional Learning & Succession Planning
- Support professional development of staff in coordination with the Office of Innovation and Development.
- Direct the development and implementation of aspiring teacher pipeline programs, providing individualized support, progress tracking, and guidance to help candidates successfully transition into certified teaching roles.
- Deliver HR-specific training to supervisors on hiring practices, performance documentation, and legal updates.
Policy, Systems & Process Management
- Provide strategic leadership in the development, implementation, and continuous improvement of HR policies, systems, and processes to ensure compliance with federal, state, and local employment laws.
- Ensure integrity of employee data, compliance with recordkeeping requirements, and alignment of onboarding processes with division standards.
- Audit employment records for accuracy and completeness. Perform routine HR analytics. Use HR metrics to identify organizational trends, inform policy recommendations, and enhance operational effectiveness.
- Maintain position control to ensure alignment with budgeted positions.
Required Qualifications
- Bachelor's degree in Human Resources, Business, Finance, Education or a related field.
- Minimum of 5–7 years of progressive HR experience, with demonstrated leadership in employee relations, compliance, or recruitment.
- Strong understanding of employment law, HR best practices, and educational licensure regulations.
- Excellent written and verbal communication, conflict resolution, and interpersonal skills.
- Proficient in Microsoft Office, Google Workspace, and HRIS platforms.
Preferred Qualifications
- Master’s degree in a related field.
- SHRM or PHR certification.
- Experience working in a K-12 public education setting.
- Familiarity with the Virginia Department of Education licensure systems.
Working Conditions & Physical Requirements
- Work is performed primarily in an office setting (on-site), with regular travel to schools and events.
- Requires the ability to work extended hours, as needed.
- Frequent use of standard office equipment and technology tools.
- Occasional lifting of up to 25 pounds may be required.
- Must handle confidential and sensitive information with discretion and professionalism.
Special Requirements
- Possession of or the ability to obtain a valid Virginia driver’s license to operate division-owned/leased motor vehicles and be subject to periodic review in accordance with the policy.
- Must successfully pass required pre-employment screenings:

Evaluation
Performance will be evaluated annually in accordance with the provisions of the Dinwiddie County School Board’s policy.
