THE TOWN OF GLASTONBURY IS ACTIVELY RECRUITING FOR AN ASSISTANT REVENUE COLLECTOR. THIS POSITION IS 37.5 HOURS PER WEEK, MONDAY THROUGH FRIDAY FROM 8:00 A.M. TO 4:30 P.M. AND IS ELIGIBLE FOR ALL FULL-TIME BENEFITS OFFERED BY THE TOWN.
GENERAL DESCRIPTION:
Under general direction of the Revenue Collector, performs technical and administrative work in the billing, collecting, and crediting of taxes and sewer charges, and related billings or charges; responsible for collection of various Town revenues and administrative responsibility for supervision of the Revenue Collection office in the absence of the Revenue Collector.
ESSENTIAL DUTIES:
- Assumes responsibility of office in the absence of the Collector of Revenue, including supervision of and assignment of work to Revenue Clerks and temporary employees.
- Maintains financial and non-financial records including the crediting of payments for both tax and utility accounts.
- Balances monies collected on a daily basis and prepares reconciliation information and deposits. Aids in monthly balancing activities and reporting.
- Coordinates balancing of interdepartmental revenues and prepares deposits.
- Coordinates the printing, preparation and mailing of tax bills, sewer bills and delinquent notices with third party vendor.
- Administers the filing of Tax, Sewer Use and UCC liens and lien releases.
- Serves as liaison between Town and enforcement agency/official. Oversees collection reporting process.
- Maintains department web page.
- Provides information in person, electronically or via telephone to taxpayers, attorneys, title searchers, banking officials, auditors and the general public.
- Contributes to a respectful and safe work environment by fostering a culture of positive communication and ethical behavior, with an emphasis on providing exceptional service to internal and external customers.
OTHER DUTIES:
- Assists with Annual Tax Collection report per state statutes and financial reporting purposes.
- Performs other duties as required.

Qualifications
QUALIFICATIONS PROFILE:
- Knowledge of
- bookkeeping, record keeping and basic accounting procedures
- Quality Data System, Gemini or other collections system
- MUNIS or other financial software
- Microsoft Office for Windows skills, including Intermediate proficiency in Excel
- Skilled in
- providing a high level of customer service, including the ability to deal sensitively with confidential information and enforce regulations with firmness and tact
- using judgement and problem solving, as in determining when to initiate collection processes, applying relevant laws and policies to determine correct actions in complex or ambiguous situations; and making informed decisions about which accounts require immediate action based on deadlines, delinquency status or legal implications
- analyzing information, as in investigating and resolving issues involving misapplied payments or disputed balances; and reviewing financial records, payment histories, and tax reports to ensure accuracy and detect errors
- Ability to
- accurately perform mathematical calculations to calculate interest, penalties, prorated payments and to reconcile accounts
- work efficiently in a busy collections’ environment involving a high volume of telephone, electronic and in-person inquiries and transactions

PHYSICAL/MENTAL REQUIREMENTS:
- Ability to
- sit or stand for prolonged periods, walk , stoop, and carry items of up to twenty (20) pounds, such as papers, books, or files
- perform manipulative skills which require hand-eye coordination such as keyboarding
- see objects closely as in reading and typing a document
- attend to detail and concentrate for sixty (60) minutes or more with frequent interruptions, remember multiple assignments given over long periods of time, and understand the theories behind several related concepts
MINIMUM TRAINING AND EXPERIENCE:
- Two years of college or associate’s degree and two (2) years’ experience working in a municipal tax office
LICENSE OR CERTIFICATION:
- Certified Connecticut Municipal Collector within three (3) years of hire
