About the Department

                                Under general supervision of the Water Department General Manager, supervises assigned personnel and operations in the Water Production and Distribution/Pumping Division including the maintenance of wells, pumps and water storage facilities; oversees backflow prevention activities; and performs other related duties.

Position Duties

Works under the general supervision of the Water Department General Manager or Assistant General Manager, and exercises supervision over subordinate skilled craft and labor and trades personnel.

Supervises the maintenance of wells, pumps and water storage facilities, and backflow prevention activities to ensure compliance with federal, state and local require­ments and to maintain processes at an optimal and cost effective level; directs programs, projects and operational changes to meet these requirements.and  in compliance with Department procedures and City policies.


Schedules maintenance projects, including the work of City crews or contractors engaged in maintenance tasks using accurate time and cost estimates. Develops, implements and monitors long-term plans, goals and objectives focused on achieving the assigned priorities.


  • Supervises the activities of maintenance staff; monitors operations to identify and resolve problems and priorities; determines equipment, material and personnel needs; prepares work orders, assigns staff; reviews the work of maintenance staff to assure the work quality and timely accomplishment of assigned duties and responsibilities.
  • Enforces work methods, procedures and standards, and assures that maintenance programs are in alignment with the City policies and safety standards.
  • Inspects production and distribution facilities and equipment to ensure its proper functioning, minimize interruptions in the treatment/operation process, and to alleviate costly repairs; makes adjustments to operating equipment; reports the need for major or specialized repairs to equipment, machinery and electrical and electronic systems; oversees contract personnel in making major and/or highly technical repairs to equipment, machinery and systems; ensures the timely completion of preventive mainten­ance activities on facility equipment, machinery and systems.
  • Ensures that production, well buildings and grounds are maintained in a clean and orderly manner.
  • Prepares a variety of monthly reports on water produced or imported, status of wells and reservoir; maintains records and logs of services performed; reconciles statements of water imported from Metropolitan Water District of Southern California; prepares regulatory reports for State Water Resources Control Board – Division of Drinking Water compliance.
  • Performs a variety of administrative activities including employee scheduling, payroll reporting, and work activity reports; maintains inventories and assures that adequate materials, supplies, equipment and tools are available.
  • Reviews, investigates and responds to work requests and complaints; responds to requests for maps and drawings from other entities.
  • Schedules and oversees the work of contractors and vendors that provide services to the City.
  • Responsible for carrying out the City's safety program at assigned facilities; ensures subord­inates follow safety practices in work methods and procedures; enforces proper safety procedures while working in dangerous situations; educates employees on rules, regulations, codes, safe work habits and potential hazards presented by their work environment.
  • Assists with the selection, training, motivation and evaluation of Division personnel, provides or coordinates staff training including safety training; works with employees to correct deficiencies; implements discipline and termination procedures.
  • Stays abreast of new trends, innovations and emerging technologies in the field of water, water treatment, storage, disinfection, etc.
  • Responds to emergency calls within specified time when participating in the emergency standby program.
  • Performs related duties and responsibilities as assigned.

Other Qualifications

Education and Experience:

Possession of a High School diploma, G.E.D. or equivalent; AND four (4) years water production and distribution experience, including one (1) year of supervisory experience; OR an equivalent combination of education and experience.


Required Licenses or Certifications:

  • Must possess a valid California Class C Driver’s License.
  • Possession of a Grade II Water Treatment and Grade III Water Distribution Certification issued by the State Water Resources Control Board. Los Angeles County Certified Backflow Tester, is desireable. 

Required Knowledge of:

  • City organization, operations, policies and procedures.
  • Principles and practices of water production, well field maintenance, repair and safety practices including equipment related maintenance.
  • Principles and practices of water distribution system construction, backflow prevention, maintenance, repair and safety practices, including safety practices related to working in confined spaces.
  • State and federal construction administration codes and regulations; Cal OSHA regulations.
  • City Code, City Ordinances, Standard Operating Manual, personnel policies and procedures, and applicable Memoranda of Understanding.
  • Proper installation of backflow devices. 
  • Principles and practices of organization, administration and personnel management.
