    SUMMARY OF ASSIGNMENT
Under the general direction of the Special Education Supervisor, the Birth-3 Transition Teacher is responsible for planning, scheduling and communicating with stakeholders to facilitate smooth transitions from IDEA Part C to Part B services by the child's third birthday. This role involves collaboration with families, community partners, and other professionals to ensure optimal outcomes for children with developmental needs during their critical early years. This position is responsible for writing IEPs for students who transition from Part C (Individual Family Service Plans) to Part B services in the school district (Individual Education Program). The Birth-3 Transition Teacher coordinates all related meetings with agency partners and families, and tracks timelines and compliance with all Part B service requirements.

    ESSENTIAL FUNCTIONS
•    Develops and implements long and short-range plans for ensuring alignment with IDEA Part C provisions and successful transitions to Part B services.
•    Demonstrates expertise in early childhood development, educational practices, and transition planning for children with developmental needs.
•    Coordinates and schedules Part C to Part B transition meetings and assessments across the district, involving families, educators, and service providers, including family resource coordinators from early intervention agencies.
•    Develops IEPs for students transition to Part B using data from their IFSP, evaluations and partner agencies.
•    Tailors IEPs to meet the individual needs of young children, including those with developmental delays, during their transition period.
•    Creates a supportive and respectful environment for children and families, fostering smooth transitions from Part C to Part B services.
•    Exhibits mastery of instructional strategies suitable for children aged birth to three, including those with developmental needs.
•    Evaluates program effectiveness, including successful IDEA Part C to Part B transitions, and adapts strategies based on assessment results.
•    Communicates children's progress to parents, especially regarding transition plans and outcomes.
Establishes positive and collaborative relationships with children, families, and stakeholders, ensuring effective transition partnerships.
•    Maintains professionalism in interactions with families, students, colleagues and agency partners.
Manages program logistics, documentation, and state/federal reporting, including transition-related paperwork under IDEA Part C and B.
•    Demonstrates adaptability in response to evolving situations, emerging best practices, and transition requirements.
•    Participates in non-teaching duties relevant to the position.
•    Provides guidance to program support personnel, such as paraeducators and volunteers, in implementing effective transitions.

MINIMUM QUALIFICATIONS

Education and Experience
•    Baccalaureate degree in Education or related field.

Required Knowledge, Skills and Abilities
•    Ability to organize time and resources effectively.
•    Flexibility in approach and problem-solving.
•    Excellent communication skills, with the ability to engage with students, staff, parents, and volunteers in a diverse environment.
•    Knowledge of the Individuals with Disabilities Education Act (IDEA) Part C provisions.
•    Strong organizational skills and the ability to manage resources effectively.
•    Flexibility in approach and problem-solving.
•    Excellent communication and interpersonal skills, especially in a diverse environment.
•    Empathy, patience, and the ability to build positive relationships with young children and families, including those with developmental needs.

Certification and Licenses
•    Washington Endorsement - Early Childhood Special Education
•    Thorough knowledge of early childhood education.
    DESIRABLE QUALIFICATIONS

•    Master's Degree in Early Childhood Education, Child Development, or related field.
•    Experience working as an educator in an urban public school system.
•    Experience working as an educator in an early childhood setting.
•    Knowledge of the Individuals with Disabilities Education Act (IDEA) Part C provisions.

    WORKING CONDITIONS
Work is performed in a district building. May require travel to various locations. May involve negotiating steps, ramps, uneven surfaces, and going outdoors in all types of weather. Must be able to talk and use fingers, hands, and arms and to listen carefully and focus while filtering out normal office noise.

CONDITIONS OF EMPLOYMENT

 

Employment with Clover Park School District is conditional pending completion of a Washington State Patrol and Federal Bureau of Investigation fingerprint background check as required by RCW28A.400.303. (NOTE: All associated background check fees are the employee’s responsibility.) The fingerprint scan must be completed prior to the first day of employment.

Employees who are anticipated to work 630 hours during the school year (September 1 through August 31) are eligible for medical, dental, vision, long term disability and basic life insurance benefits.

Retirement and Deferred Compensation

 

Eligible employees are required to be a member of the Washington State Department of Retirement Systems Plan. For eligibility  information, check on the link to the Department of Retirement Systems' web site.

 

Employees also have the ability to participate in tax deferred 403(b) and 457 Deferred Compensation Plans (DCP). These are supplemental retirement savings programs that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

*Clover Park School District total possible pay consists of base salary plus the following:

Building Centered Responsibility - 5 days

District Centered Responsibility - 2.5 days

Event Responsibility - 1 day 

 

Attendance required for compensation of responsibility pay (building-centered, district-centered, and event).
