Opportunity awaits! We are seeking a Research Analyst 4 who can bridge the gap between application development and business intelligence. This unique role works closely with application developers, DBAs, and Child Welfare (CW) business analysts to understand new screens, modules, and business processes as they are introduced into the CW application. The ideal candidate will gather and analyze system-level details, create ERDs, process flows, and visual blueprints, and deliver clear documentation that enables our Data Warehouse team to build accurate star schemas and data models.
In addition, this position will design and develop semantic models, dashboards, and reports in Power BI and Paginated reports, while implementing best practices such as row-level security, calculated measures, and KPIs. The successful candidate will have a strong understanding of both the application development lifecycle and the BI/reporting lifecycle, ensuring that data warehouse models and reporting solutions evolve in step with program needs.

The ideal candidate will stay current on new features and innovations in the Power BI ecosystem, bringing fresh ideas and approaches to improve our BI solutions. Strong communication and documentation skills are essential, as you will be responsible for translating technical details into materials that stakeholders, report developers, and data engineers can all use with confidence. You will also contribute to self-service BI by delivering well-structured datasets, data dictionaries, and process documentation, while mentoring peers and promoting modern BI solutions.
The successful candidate must be able to learn program processes quickly and translate them into accurate technical documentation and BI solutions.

Summary of Duties
As a Research Analyst 4, you will:
Collaborate with application developers, DBAs, and Child Welfare (CW) business analysts to gather system-level details, ERDs, and business requirements as new screens and modules are introduced into CW applications.
Work closely with ORRAI’s internal teams — DBAs, Data Warehouse Engineers (DBEs), and the reporting team — to ensure that application-level changes are accurately translated into data warehouse modules and reporting solutions.
Create clear documentation, ERD diagrams, process flows, and blueprints that accurately describe application structures and business processes, enabling the DW team to design and build reliable star schema models.
Design, develop, and maintain Power BI semantic models, datasets, dashboards, and reports, implementing features such as row-level security, calculated measures, and KPIs to meet business needs.
Translate CW business processes into data warehouse models and BI solutions, ensuring accurate representation of program operations and outcomes in analytical tools.
Stay current on Power BI updates and innovations, applying new features and best practices to continuously improve BI solutions and self-service reporting capabilities.
Demonstrate strong communication and documentation skills, explaining technical concepts clearly to non-technical stakeholders and producing materials that both business and technical teams can confidently use.
Develop business use cases, user stories, and other agile software development requirements, applying structured methodologies to ensure alignment between application changes, warehouse design, and BI reporting.
Act as a bridge between the application development lifecycle and the BI/reporting lifecycle, ensuring DW modules and reporting solutions remain synchronized with evolving application functionality.
Contribute to team growth by mentoring peers, sharing expertise in Power BI, data modeling, and documentation standards, and promoting process improvement and automation.
Model flexibility, open-mindedness, and creative problem-solving, staying calm under pressure, adapting to changing priorities, and thinking outside the box to deliver innovative BI solutions that support CW leadership in making data-driven decisions.
Minimum Qualifications
A Bachelor's Degree in any disciplines that included six-quarter units in statistics or quantitative analysis methods and procedures, and three years of experience in business intelligence report development using Power BI (or similar interactive data visualization software product) to independently gather, compile, and analyze data and prepare narrative or statistical reports. Two of the three years must have included coordinating complex research projects.

Five years of experience in business intelligence, report development, or data analytics using Power BI (or similar interactive data visualization software product) and related Microsoft technologies to independently gather, compile, and analyze data and prepare narrative or statistical reports. Essential Attributes
We are looking for candidates with:
Proven experience developing business intelligence solutions using Microsoft Power BI and Power BI Report Builder, including designing interactive dashboards, reports, and visualizations that accurately reflect business processes.
Expertise in semantic modeling and dimensional data structures, with the ability to collaborate with Data Warehouse Engineers (DBEs) to ensure accurate representation of business processes in the data warehouse.
Strong understanding of Power BI architecture, report lifecycle management, and alignment with evolving application functionality.
In-depth knowledge of the Microsoft BI and application development lifecycles, including requirements gathering, dataset preparation, report design, deployment, and maintenance.
Demonstrated ability to collaborate across teams, including application developers, DBAs, DBEs, reporting teams, and business analysts, while maintaining a helpful, respectful, and solutions-focused attitude.
Strong communication and documentation skills, with the ability to create ERDs, process flows, visual blueprints, and business requirements that stakeholders and technical teams can confidently use.
Open-minded, flexible, and innovative problem-solving mindset, able to stay calm under pressure, think outside the box, and proactively apply new Power BI features and best practices to improve BI solutions.

Working Conditions
This position may spend extended time working with computers – up to eight hours a day for extended periods of time depending on project needs.
Work effectively under STRESS, independently, and within a team.
Some of the work is time-sensitive, and deadlines are observed.
Hybrid work will be considered for this position. This position may occasionally require travel, including overnight stays, to attend meetings, research conferences, or consultations. You may also be asked to report to the office in Salem on short notice. Please note that all travel-related expenses including lodging, airfare, and mileage—will be the responsibility of the successful candidate.
You will be expected to report to the office in Salem on a quarterly basis and as needed to collaborate with business partners.
