About the Department
The Department of Public Safety is seeking an experienced Applications Manager, under general direction, is responsible for supervising the design, development, maintenance, and implementation of application systems in an enterprise information technology (IT) environment. Ensures efficient resource utilization to support information technology customers and comply with state and federal regulations. This recruitment will be used to establish an 18-month eligibility list for current and future vacancies.

Position Duties
- Leads the design, development, implementation, and support of enterprise IT applications and solutions to optimize operations and ensure compliance with regulatory requirements.
- Evaluates Information System Service Requests to determine technical feasibility, cost-effectiveness, and alignment with department goals, ensuring they provide improved or new functionality.
- Collaborates with stakeholders to assess automation needs and recommend cost-effective IT solutions (e.g., in-house development, commercial off-the-shelf software, or contracted services).
- Manages IT professionals responsible for developing and maintaining applications, directly and through subordinate supervisors. This includes hiring, training, setting performance standards, and conducting performance evaluations.
- Plans, organizes, assigns, coordinates, and reviews teams’ work to ensure project completion, staffing coverage, and adherence to quality standards.
- Tracks and oversees project life cycles to ensure timely delivery and alignment with strategic objectives.
- Conducts programming and design quality assurance to enforce coding standards and industry best practices.
- Ensures application security measures comply with federal, state, and department policies and industry best practices.
- Monitors legislative and regulatory changes to assess their impact on IT systems and recommends necessary updates.
- Contributes to developing the department-wide IT strategic plan, outlining automation goals, major projects, and key initiatives.
- Provides leadership in setting IT direction and serves as the acting bureau manager when required.
- Develops project proposals, including business justification, risk assessments, goals, objectives, and scope.
- Researches and evaluates emerging IT technologies and commercial software solutions for potential implementation.
- Participates in budget development and financial management of IT initiatives.
- Manages and submits grant applications, budgets, and reports to secure and sustain project funding.
- Manages contracts related to application development, including external services and vendor agreements.
- Reviews and provides recommendations on employee-submitted IT improvements to ensure feasibility, cost effectiveness, and compliance with department standards.
- Offers technical expertise to committees, vendors, and task forces to resolve issues and enhance the feasibility and functionality of IT projects.
- Represents the department in interagency collaborations to develop and implement new or enhanced automated systems.
Minimum Qualifications
Knowledge of:
- IT project management methodologies, including Agile and DevOps.
- Principles and practices of personnel supervision and professional development.
- Team-building strategies and collaborative problem-solving techniques.
- Modern IT trends, including cloud computing, microservices, and web services.
- Enterprise architecture frameworks and strategic IT planning.
- Application programming, systems analysis, databases, and web technologies.
- Application development life cycle, security best practices, and compliance frameworks.
- Technical and business report writing to communicate analysis and recommendations effectively.
Skill in:
- Analyzing complex IT problems, identifying solutions, and executing effective resolutions.
- Communicating technical concepts clearly to both technical and non-technical audiences.
- Using IT project management tools to track progress, risks, and deliverables.
- Writing and evaluating IT-related project and grant proposals writing/reviewing project and grant proposals.
Ability to:
- Interpret and apply technical documentation and regulatory guidelines.
- Define objectives and align them with departmental and organizational strategies.
- Conduct research, synthesize findings, and provide actionable recommendations.
- Establish and maintain positive working relationships across departments and agencies.
- Manage multiple project teams and oversee large-scale IT initiatives.
- Adapt to evolving technologies and changing business needs.
- Develop and administer IT budgets and contractual agreements.
Other Qualifications
Requires a Bachelor’s Degree in computer science, management information systems, or a related field and four (4) years of professional experience in applications management and systems analysis and design, including two (2) years of supervisory experience; OR an equivalent combination of education and experience.
Note: One (1) year of work experience is equivalent to 30 semester (45 quarter) hours of course work from an accredited college or university.
