Job Title: Program Manager (PM) – Navy Cyber Operations

Position Overview
We are seeking a dynamic and experienced Program Manager (PM) to lead and oversee all contract activities supporting Navy Cyber operations. This role is responsible for ensuring technical excellence, cost efficiency, and schedule adherence across a portfolio of cybersecurity engineering, systems security, and IT modernization projects in both land-based and afloat/tactical environments. The PM serves as the primary liaison between the Government, subcontractors, and corporate leadership, driving mission success through strategic leadership and operational excellence.
Key Responsibilities
- 🧭 Provide strategic leadership and direction for all contract activities supporting Navy Cyber initiatives.
- 📊 Develop and manage cost estimates, project schedules, and comprehensive status and budget reports.
- 🛠️ Apply deep knowledge of acquisition, logistics support, risk management, and change control processes.
- 🤝 Collaborate with Navy stakeholders to identify and coordinate new cybersecurity and IT system developments or enhancements.
- 🔍 Evaluate cybersecurity design alternatives, conduct market research, and recommend optimal solutions.
- 📈 Track, monitor, and communicate project issues, scope changes, and risks throughout all project phases.
- 📅 Develop and maintain detailed program management plans, performance metrics, and monthly financial reports.
- 👥 Lead multidisciplinary teams of technical, cybersecurity, and engineering professionals; assign tasks, evaluate performance, and foster collaboration.
- ⚓ Engage with Navy leadership to define technical requirements and align deliverables with mission objectives.
- 🔐 Oversee cybersecurity solution design and integration, ensuring compliance with DoD 8500-series policies, RMF, and platform-specific requirements.
- 🚨 Proactively manage project risks, scope changes, and contingencies with effective mitigation strategies.
- 📦 Direct subcontractor performance to ensure coordinated execution and contractual compliance.
- 🧭 Provide expert guidance on acquisition strategies, logistics planning, and resource allocation.
- 💡 Champion innovation and continuous improvement to enhance Navy Cyber capabilities across R&D and operational domains.
- 📣 Maintain open communication with customers, stakeholders, and internal teams through regular reviews and executive briefings.
Required Qualifications
- Minimum of 8 years of program management experience with DoD systems.
- At least 5 years of leadership experience in DoD contract management (Navy experience preferred).
- Proven success managing major technical support or IT systems contracts for the DoD/Navy.
- In-depth understanding of Navy acquisition and contractual processes.
- Strong knowledge of DoD cybersecurity mission areas, engineering practices, and R&D management.
- Familiarity with DoD cybersecurity policies and RMF implementation for both land-based and afloat/tactical systems.
- Proficiency with project management tools such as MS Project, JIRA, or equivalent.
- Excellent written and verbal communication skills, with the ability to brief senior military and civilian leadership.
- Demonstrated experience managing subcontractors and coordinating across multiple organizations.
Desired Certifications
- 🎓 PMP (Project Management Professional) or DAWIA Level III in Program Management
- 🔐 CISSP, CISM, or equivalent DoD 8570/8140 IAM Level III certification
- ⚙️ ITIL Foundations or equivalent process management certification
