We are seeking a highly experienced Network Operations Program Manager to lead a global transformation initiative focused on optimizing our network support structure and establishing robust Agile delivery frameworks. This consulting role requires deep expertise in operational audits, scaled agile implementation, resource planning, and defining clear governance models for technology delivery.

 

In this role, you will: 

Key Responsibilities

  • Operational Audit & Strategy:
    • Review and assess the current Network Operations team structure, roles, workflows, tools, and documentation.
    • Identify critical gaps in agile maturity, support coverage, and intake processes.
  • Agile Framework Implementation:
    • Define, tailor, and implement Scrum and scaled agile practices suitable for a global Network Operations environment.
    • Establish essential agile ceremonies (e.g., Sprint Planning, Retrospectives) and formal governance models.
    • Train team members on agile roles, responsibilities, and effective delivery frameworks.
  • Resourcing & Support Model:
    • Design a clear global resourcing model, including detailed role definitions, FTE estimates, and comprehensive support coverage plans.
    • Develop effective onboarding and transition plans for new internal hires and vendor resources.
  • Portfolio & Intake Management:
    • Create and implement standardized intake workflows for all new initiatives, incidents, and enhancements.
    • Define KPIs and establish reporting mechanisms to measure the performance of intake, delivery, and overall portfolio health.
  • Documentation & Enablement:
    • Develop SOPs, playbooks, and knowledge base materials for all newly defined processes.
    • Deliver effective enablement and training sessions across internal teams to ensure global consistency and adoption.

Deliverables & Objectives

  • Audit Report:
    • Documented findings and practical recommendations from the operational review.
  • Agile Framework Guide:
    • Tailored, documented agile practices for Network Operations.
  • Resourcing Model:
    • Clear role matrix, coverage plans, and resource onboarding timelines.
    • Intake & Portfolio Playbook: Complete end-to-end process for intake and governance.
  • Enablement Package:
    • SOPs, training documentation, and knowledge transfer materials.

Consulting Requirements

  • Proven experience leading global network operations transformations.
  • Expertise in Agile and Scrum frameworks, including implementing scaled agile environments.
  • Strong background in organizational design, PMO setup, and portfolio management.
  • Demonstrated ability to facilitate high-impact workshops, deliver training, and develop scalable documentation.
  • Excellent communication and executive stakeholder management skills. 
     

 

Who You Are: 

  • 10+ years of management consulting and/or industry experience with a focus on business strategy, transformation, or program leadership.
  • Demonstrated experience leading large-scale business transformations, operational strategy, and M&A integrations.
  • Proven ability to manage complex programs in a matrixed environment while aligning work to business outcomes.
  • Strong understanding of project management frameworks (Agile, Waterfall, hybrid) and tools.
  • PMP or related certification is a plus.
  • Strategic thinker and problem-solver with exceptional organizational, communication, and stakeholder management skills.
  • Business-savvy and data-driven—you understand the “why” behind initiatives and can articulate impact clearly to senior leaders.
  • Adept at leading through ambiguity and influencing at all levels within an organization.
  • Energized by challenging work, committed to client success, and passionate about continuous improvement and innovation.
