About the Indiana Department of Administration (IDOA):
IDOA centrally manages activities relating to state purchasing, vehicle fleet, state travel, real estate leases, property disposition, and the Government Center Campus. We assist in reducing government costs while providing effective solutions and exceptional service to state agencies.
Salary Statement:
The salary for this position traditionally starts at $93,002.00 but may be commensurate with education or work experience.
A Day in the Life:
The essential functions of this role are as follows:
- Lead the planning, execution and successful completion of large-scale, strategic and/or complex projects, ensuring alignment with organizational goals.
- Manage large, high-visibility, high-impact enterprise-type projects that involve multiple internal or external stakeholders or contracted resources. May be part of an overall program or portfolio of projects.
- Develop comprehensive project plans, timelines, resource allocations, budgets, and risk management and mitigation strategies.
- Define users' and project team members’ roles and responsibilities on the project.
- Oversee and manage cross-functional teams, which may include (but not limited to) developers, engineers, analysts, and/or third-party vendors.
- Coordinate and monitor the activities of all stakeholders to ensure timelines and budgets are met.
- Lead change management efforts and ensure stakeholder buy-in
- Communicate project status to management and project stakeholders. Engage with executives and senior stakeholders to ensure continuous alignment.
- Mentor and provide coaching/guidance to lower-level Project Managers including recommending training and work experience.

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.
What You'll Need for Success:
You must meet the following requirements to be considered for employment:
- a Master’s Degree and 1+ years of experience degree in information technology, Computer science, Business Administration or a related field, or
- a Bachelor's Degree and 3+ years of experience in information technology, Computer science, Business Administration or a related field, or
- an Associate's Degree and 5+ years of experience in information technology, Computer science, Business Administration or a related field, or
- at least 7+ years of experience including project management experience in information technology, Computer science, Business Administration or a related field, applying the below, outlined knowledge, skills, and abilities in a similar role.
Related certifications and coursework may be considered for education or experience.
- Thorough knowledge of project cost management, benefits analysis, risk management, funding and estimation of resources.
- Thorough knowledge and application of agile, waterfall and hybrid project management methodologies.
- Extensive knowledge of the information systems development life cycle, information technology, project tools and approaches to development and implementation.
- Extensive knowledge and experience of Microsoft products: Outlook, SharePoint, Word, Excel, Project, and Visio.
- Ability to lead cross-functional and cross-organizational project teams by encouraging and influencing others to perform.
- Demonstrated ability to manage multiple large projects simultaneously, balancing competing priorities.
- Demonstrated leadership and team management skills.
- Able to perform essential functions with or without reasonable accommodation.
