Summary: Under general direction, incumbent(s) oversees and implements the District’s health insurance benefits, workers’ compensation insurance, and casualty insurance programs by developing procedures, understanding and explaining benefit programs, supervising personnel, establishing a relationship with third party administrators, handling open enrollment, reconciling elections and deductions, monitoring annual budget, attending meetings, and staying compliant with applicable laws and regulations.

 

Essential Functions:

  • Oversees and implements the District’s health insurance benefits, workers’ compensation, and casualty insurance programs.  Develops procedures to ensure the benefit programs are implemented and adhered to.  Collaborates with the Trust Board, Health Insurance Committee and District administration to provide status reports and recommendations to ensure quality insurance benefit programs.
  • Manages and/or enrolls employees in District benefit programs and appropriate deductions for medical, dental, life, long-term disability (LTD), short-term disability (STD), vision, flexible spending accounts (FSA), Family and Medical Leave (FMLA), COBRA, etc.  Processes required paperwork and data inputting to ensure elections are accurate and processed in a timely manner.  Investigates and resolves discrepancies with claim processing, billing issues, employee complaints, and benefit interpretation on all matters related to District benefits.  Collaborates with the Payroll Department to ensure elections and deductions are accurate.
  • Supervises the Claims Specialist to include determining workload, establishing work schedule, monitoring work performance, conducting performance evaluations, and providing training.
  • Manages all aspects of Americans with Disabilities Act (ADA) requests by processing appropriate paperwork and making recommendations to District administration regarding reasonable accommodations.  Approves Family and Medical Leave Act (FMLA), bereavement leave, and other related claims.  Seeks advice from District administration and third party administrators on sensitive issues.
  • Reconciles employee elections and deductions with third party administrator records and human resources/payroll information systems to ensure elections are accurate.  Processess COBRA action(s) pertaining to termed employees. Coordinates with third-party administrators. 
  • Assist and monitors budget for District insurance programs and related administrative, supply, and support costs. Collaborates with the Finance Department to ensure budget is submitted and tracked appropriately.
  • Attends meetings and seminars to stay current and to ensure compliance with all District policies and procedures, federal and state laws and regulations applicable to the District’s benefit, workers compensation, and casualty, property, and liability insurance programs.  Attends Trust Board and Health Insurance Committee meetings.  Serves as the District’s HIPAA officer.
  • Develops and carries out open enrollment procedures by scheduling meetings with staff, ensuring paperwork and forms are available, managing online enrollment and information, developing presentations and handouts, and other related functions to ensure open enrollment is effective.
  • Maintains relationships with vendors working directly with the Human Resources Department
  • Establishes and maintains good rapport with employees, administrators, community members and other Human Resources customers.
  • Maintains a high level of ethical behavior and confidentiality.
  • Performs other related duties as assigned

 

Required Qualifications:

To be eligible for this position, an applicant must meet the following required qualifications.  In addition, verification of these required qualifications is necessary.

  • High School diploma or equivalent (G.E.D.);
  • Three (3) years health insurance benefit programs experience.

Preferred Qualifications:

It is preferred that applicant possesses the following preferred qualifications; however, the following qualifications are not required to be eligible for this position.

  • Bachelor’s degree in Human Resource Management, Management, Business or related field;
  • One year of supervisory experience;
  • One year of work experience in a public school system.

  • Preparing narrative and statistical reports;
  • Using Human Resources Information Systems;
  • Using Microsoft Word, Excel and other computer related programs;
  • Engaging and encouraging communication skills while interacting with supervisors, staff, students, etc. to exchange information.
