Jefferson-Madison Regional Library is seeking candidates to be considered for the full-time position of Bookmobile and Outreach Services Manager who are highly motivated and who support JMRL's Mission Statement to foster personal growth and life-long learning for all by connecting people with ideas, information, and each other. 

The preferred starting salary for this position is $24.35 hourly ($50,648.00 annually). Starting offer is based on applicable education, experience and internal equity. This position performs responsible work managing the day-to-day operations of the Bookmobile Branch of the Jefferson-Madison Regional Library (JMRL) system. Plans, coordinates, and expands Outreach Services. Work is performed under the limited supervision of the Library Director.

Position Duties

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.   • Oversees the operation of the JMRL Bookmobile, which provides scheduled stops in within the JMRL service area, including senior residential communities and day centers, preschools, high schools, community recreation centers, as well as stops at public parks and community special events.
  • Works with Collection Development team to maintain a functional, dynamic collection, in good physical condition, of interesting and relevant materials for patrons in a wide age range.
  • Directly supervises, directs, and evaluates assigned support staff.  Hires, trains, and evaluates staff, coordinates, and monitors work activities, assists with complex/problem situations, and provides technical expertise.
  • Engages in outreach to community organizations and institutions to further the mission of Jefferson-Madison Regional Library.
  • Makes annual evaluation of scheduled Bookmobile stops.
  • Attends monthly Branch and Department Heads meetings.
  • Prepares regular reports to the Library Director and an annual report to the Jefferson-Madison Regional Library's Board of Trustees.
  • Chairs JMRL’s Outreach Committee.
  • Coordinates maintenance of the Bookmobile and is involved with selection of a new vehicle when necessary.
  • Responsible for appropriate use and maintenance of JMRL equipment, tools, and other resources, including work time.
  • Regular and reliable attendance.
Other Duties
  • Performs additional duties to support operational requirements as apparent or assigned.

Minimum Qualifications

Education and Experience: Candidates may qualify by demonstrating the required knowledge and skills outlined for the job through experience(s) other than formal education.

  • Bachelor’s degree in a related field.
OR
  • Associate’s degree in a related field and 2 years of library experience.
OR
  • High School diploma or GED and 4 years of library experience.
OR
  • An equivalent combination of education and experience may be considered in lieu of the specific requirements listed above.
Preferred:
  • Master’s degree in library science
  • Previous supervisory experience
  • Previous library experience
Certifications/Licenses/Other Requirements:
  • Valid Virginia driver’s license and maintain an acceptable driving record.
  • Required to successfully pass a pre-employment background check.

KNOWLEDGE, SKILLS, ABILITIES AND OTHER CHARACTERISTICS: 
Job Knowledge:
  • Thorough knowledge of literature and reading materials across all age groups.
  • Knowledge of computer hardware and other technology associated with the circulation of library materials and the ability to troubleshoot.
  • Knowledge of library policies and procedures.
  • Knowledge of mobile library operations, including safe handling of the bookmobile.
  • Knowledge of current motor vehicle laws and the ability to safely operate motor vehicles.
Reading:
  • Intermediate: ability to read and understand written materials such as newspapers, magazines, journals, multi-step instruction manuals, and reference materials.
Writing:
  • Intermediate: ability to write reports, prepare materials such as business letters, explanations, and summaries with proper format, punctuation, spelling, and grammar, using all parts of speech.
Math:
  • Intermediate: Ability to work with and understand number systems; simple formulas, practical application of fractions, percentages, ratios/proportions, and measurement such as technical specifications, budget preparation and financial operations.  
Communication Skills:
  • Intermediate: Provide and receive complex information. May include interactions that involve stressful, negative situations requiring significant tact and the ability to diffuse aggressive behavior and reach consensus. Elements of persuasion may be necessary to gain cooperation and understanding. Establishes and maintains effective working relationships with City staff, leaders, and the public.  
Independence and Decision-Making:
  • Requires Limited Direction: Normally completes work according to their own judgment, requesting supervisory assistance occasionally. Manages special projects with little oversight and assignments may be reviewed upon completion. Performance reviewed periodically.
Technical Skills:
  • Skilled: Comprehensive, practical knowledge of a technical field with use of analytical judgment and decision-making abilities appropriate to the assigned and apparent job responsibilities. Intermediate skill in Microsoft Office applications and/or departmental software.  
Fiscal Responsibilities:
  • May monitor and/or recommend budget allocations. Submits budget requests for personnel, equipment, and programming. Oversees expenditures for programming funding through Friends of the Library Support.    
Supervisory Responsibilities:
  • Supervises and monitors performance for a regular group of employees or department. Provides input on hiring, discipline, work objectives/goals, performance evaluation and work assignments.

Other Qualifications

Physical Demands:

  • Medium work:  Exerting up to 50 pounds of force occasionally, and/or up to 25 pounds of force frequently, and/or up to 10 pounds of force constantly to lift, carry, push, pull or otherwise move objects.
  • Ability to climb on and off vehicles many times a day.
  • Must be able to communicate information and ideas so others will understand.  Must be able to exchange accurate information in these situations.
  • Ability to observe details at close range (within a few feet of the observer).
Machines, Tools, Equipment, Software and Hardware:
  • Typically requires use of standard office equipment and telephone, and related software and hardware; operates specialized vehicle delivering books, and any other equipment as appropriate or as assigned.  
  • Responsible for the vehicle(s)/equipment assigned.
Work Environment:
  • Work is typically performed in office environment where there may be exposure to computer screen for extended periods of time, monitor glare and dust. Work is also performed in a vehicle, traveling around Charlottesville and Albemarle County, where employee may be exposed to all weather conditions.
  • The noise level in the work environment is usually moderate.
