About the Department
Seattle Public Utilities (SPU) is seeking four (4) Capital Projects Coordinators to join the Development Services Office (DSO). These positions will coordinate utility system improvement contracts, including new contracts for drainage and wastewater, between SPU and the development community requiring water, drainage, and wastewater system improvements for their projects. This includes understanding the administration of system development charges, reconciling system improvement contracts post construction, and reimbursing developers under SPU’s new Participatory Latecomer Agreement Program. This team will also be responsible for issuing Water Availability Certificates, including drainage and wastewater requirements, integral to the issuance of building permits facilitating new commercial and residential development in the SPU service area.

Position Duties
- Process and review requests for new water, drainage, and wastewater availability. Ensure accurate data entry in SPU systems and coordinate with engineering and planning teams to verify policy compliance and issue utility availability certificates.
- Identify and resolve site-specific technical issues by consulting with SPU subject matter experts. Assess system capacity, document findings, and record necessary system modifications or improvements, as needed.
- Coordinate contracts for developer-installed SPU system improvements, including water, drainage, and wastewater mains, valves, hydrants and other appurtenances.
- Lead the development and implementation of business processes, service delivery improvements, and new or revised policies and programs.
- Prepare draft and final response letters for customer determination requests (appeals) related to utility system requirements, ensuring technical accuracy and policy alignment. Maintain organized records for audit and compliance purposes.
- Create GIS maps, technical drawings, and supporting documentation for utility availability certificates, latecomer agreements, and utility system improvement contracts.
- Represent SPU at customer and project meetings both virtually and in-person.
- Respond to technical and general services inquiries in both written and verbal form, maintaining high customer service standards throughout all activities.
- Interpret, apply, and communicate departmental policies and procedures to both internal and external audiences.
- Manage and resolve escalated and/or sensitive customer issues in a timely manner.
- Coordinate final reconciliation and documentation upon completion of system improvements.

Minimum Qualifications
Experience: Minimum of three (3) years in project or construction management, or a related field.
Education: Bachelor’s degree in Architecture, Engineering, Business Administration, Urban Planning, or a related field.
Experience and Education Equivalency: A combination of education, training, certification, and experience that provides the necessary background to perform the role.
Desired Qualifications:
- Two (2) or more years of direct customer service experience, including technical and policy communication via phone, email, or in person. Ability to clearly interpret and convey SPU's policies, processes, and other technical information to customers and other work groups.
- Excellent interpersonal skills and demonstrated ability to work effectively in a multicultural, team-oriented environment. Proven success in building and maintaining effective working relationships across departments and workgroups.
- Experience reviewing utility site plans. Proficient in Microsoft Office programs and quick to learn new computer systems and applications.
- Demonstrated ability to manage multiple deadlines in a fast-paced environment.

Workplace Environment: This position allows for the flexibility of a hybrid work schedule. Employees will be required to come into the office three times a week. Individual schedules will be agreed upon by the employee and their supervisor.
The full salary range for this position is $54.02 - $63.14 per hour.
